Courier on February 28, 1986 he received and placed on file.

Byron Avenues and between Wisconsin Street and LaPorte Road (U.S. 2.18/I-380)", be
received, filed, considered and passed for the first time. Ayes: Seven.

that the request of Security House, Inc., United Auto Workers Local 838,
transmitting offer to buy six acres of City owned property located southeast of the
intersection of I-380 and Mitchell Avenue, be received, placed on file and
"Resolution setting date of hearing as March 24, 1986, at 7:00 p.m. on above
described proposal", be adopted and Clerk/Auditor instructed to publish notice of
hearing accordingly. Ayes: Seven.

88908 - Eric Thorson, City Engineer, stated that residents along Inverness Road were
requesting that their street be paved with concrete. He stated that as a part of
the FY 86 Street Reconstruction Program 2, Contract No. 299, (see New Business item
later in Agenda) that alternates of both asphalt and concrete will be solicited.
The bidding of alternates has been a very significant factor in lowering bid prices
on recent reconstruction projects. He stated that of the last three reconstruction
programs two have been concrete and one has been asphalt. In his estimation either
type of pavement has its advantages and disadvantages and that one does not prove
to be superior over the other. He recommended that the City continue with its
practice of bidding both alternates and that the contracts be awarded to the lowest
total bid whichever alternate that turns out to be.

that communication from residents along Inverness Road requesting concrete paving
in conjunction with FY 1986 Street Reconstruction Program 2, Contract No. 2.99, be
received and placed on file. Ayes: Seven.

RESOLUTIONS TO BE ADOPTED
88918 - The Mayor announced that the time had arrived to review the proposed expenditures
for the City's receipt of Twelfth Year Community Development Block Grant Monies.
He explained that the Community Development Board recommended that $25,000 be
budgeted for demolition of dilapidated houses. He recommended that this amount he
increased to 550,000.
Jim Lindsey, Community Development Director, stated that money frau the paving
assessment line -item could be shifted to the demolition line -item to equal $50,000.
Moved by Seeber, seconded by Wright
that the statement of Community Development objectives and projected uses of funds
to the Department of Housing and Urban Development be amended to reflect a shift of
$25,000 from the paving assessment line -item to the demolition line item.

88919 - Russ Lowe, Chairman of the Community Development Board, indicated that the
Board was willing to tear down as many house as the Attorney could clear for
demolition.
The Mayor announced that he was appointing a Task Force to review those housing
structures that should be demolished. That Task Force includes Mark Smith,
Director of Institutional Accounts for Black Hawk County, Rose Quirk or a member
from Citizens for Community Improvement, Rachael Fulton, Rlack Hawk County
Supervisor, Rev. Jack Boelens and Councilperson Wright.

that "Resolution approving the preparation and submission of a statement of
Community Development objectives and projected use of funds to the Department of
Housing and Urban Development for Federal Assistance under Title I of the Housing
and Community Development Act of 1974, as amended", be adopted. Ayes: Seven.

88933 - The Mayor announced that the time had arrived to hear comments on the Solicitor's
License Application for Keith Thomas, 617 Logan Avenue. Mr. Thomas indicated that
he would be soliciting funds to defray the monthly cost of the rent at MGI Fitness
Center, Sycamore 501 Building. Mr. Thomas indicated that even with his past record
he is now willing to put his best foot forward and help the youths of the community
stay off the streets. Waterloo has produced many Golden Glove Boxers but without a
central location for training purposes, this may no longer be the case. He also
indicated that a Tri -City Boxing Club may be formed to include youths from
Waterloo, Cedar Falls and Evansdale. Mr. Thomas stated that solicitation could
last as long as six to eight months.
John Bedard, 1924 Mulberry Street, encouraged the Council to give Mr. Thomas a
chance and allow him to solicit funds as requested.
A resident at 311 Lafayette Street, echoed Mr. Bedard's comments.
Moved by Wright, seconded by Dowie
that Keith Thomas, 617 Logan Avenue, be granted a Solicitor's License for one year.
Ayes: Seven.
Motion carried.
