Mayor McKinley in the Chair. Roll call: Budak, Seeber, Lichty, Wright, Angel, Dowie and Miller. Invocation by: Rev. Conrad Lundberg, Grace Baptist Church. Pledge of Allegiance by: Mike Adams and Mark Jordan, Troop 17. 88787 - Moved by Miller, seconded by Angel that the Agenda, as amended for the Regular Session of February 24, 1986 at 7:00 p.m., be accepted and approved. Motion carried. 88788 - Moved by Seeber, seconded by Lichty that the Minutes of the Regular Session held February 17, 1986 at 7:00 p.m., be approved. Motion carried. ORAL PRESENTATIONS 88789 - Robert Hedican approached the City Council regarding House File 2274 and Senate File 2158, Reforms to Alleviate the Medical Malpractice Liability Crisis, now recognized as a problem throughout the state. He urged the Council members to contact their representative or senator regarding this issue. He distributed information relating to these items and asked that Councilpersons take a stand and contact the Iowa League of Municipalities to encourage them to further look at this i Ssue. Jack Shakey asked that the Council review the parking problems in the 300 block of East Fourth Street. Patrons of the Waterloo Warriors Bingo asked that they be allowed to continue parking in the ten-minute parking zones. A petition was presented making this request. Randy Pilkington, Director of the Waterloo Redevelopment Authority, stated that he will work with the Bingo Parlor and area businesses to assure adequate parking for all concerned. Mr. Shakey also asked that the City give consideration to paving the 1800 block of Byron Avenue. Councilperson Lichty stated that fifty percent of the property owners along the street would need to sign a petition in favor prior to the City undertaking the paving program. Moved by Seeber, seconded by Lichty that the above remarks be received and placed on file. Motion carried. PETITION FROM PUBLIC 88790 - Moved by Budak, seconded by Dowie that communication from Planning, Programming and Zoning Commission transmitting recommendation of approval of vacation, sale and conveyance of portion of an alley located between Hawthorne and Byron Avenues and between Wisconsin Street and La°orte Road, be received, placed on file and "Resolution setting date of hearing as March 17, 1986, at 7:00 p.m. on above descri'aed proposal", be adopted and Clerk/Auditor instructed to publish notice of hearing accordingly.
