twenty-four (24) feet wide, be retained in the FY87 Oiling Program, Contract No.

ORAL PRESENTATIONS
89279 - Mayor McKinley read a proclamation proclaiming the week of June 1 -
National NHS Week. Walter Reed, Director of NHS, indicated that many
be held in celebrating this event.
Russ Nissen, 132 Western Avenue, explained that he had been given the
runaround" in regard to a complaint he had concerning weeds on a
property near his home. He objected to the process of mowing lots.
Bob Brooks, Director of Parks, explained the City Ordinance regarding weed mowing.
He stated that the Park Department did not have the money or manpower to mow all
the vacant lots in the City. It was reported that the Dilapidated Housing
Committee would be reviewing the weed ordinance during its next meeting scheduled
for June 12, 1986 at 4:00 p.m. in the Large Conference Room at City Hall.
Councilperson Angel reported that a resident in the 500 block of Hanna Boulevard
called her concerning street sweeping in the block. She reported that the block
has not been swept and now weeds are growing in the dirt in the gutters. The
Street Department will review this situation.
Councilperson Seeber congratulated the "My Waterloo Days Committee" for the great
weekend of activities (May 31 -June 1, 1986). He also encouraged all Americans to
exercise their right to vote in the Primary Elections scheduled for June 3, 1986.
Councilperson Miller reported that the Park Avenue Ramp is nearly all occupied. He
reported that this is an indication of the many activities and businesses in the
downtown area. Mayor McKinley reported that nearly 90% of the first floor space in
the downtown is leased.

Councilperson Angel indicated that she did not agree with the destruction of these
tapes.
Hugh Field, City Attorney, commented that the Code of Iowa, Section 21.5(4) allows
the destruction of these tapes if they are at least one year old and are not needed
for litigation purposes.

89303 - The application for a beer garden/outdoor cafe for Brinkley's Landing, 722 Water
Street was discussed. It was reported that the application does not meet the
requirements of Resolution No. 1986-259, a resolution adopting guidelines for beer
gardens/outdoor cafes. The establishment is in non-compliance because an exit is
provided off the deck area into the parking lot. The Resolution requires only a
fire exit and that the normal entrance and exit from the beer garden be through the
licensed establishment.
Jeff Yanz, Manager of Brinkley's Landing, asked that the Council allow the
retention of this entrance into the parking lot. If this exit were closed, patrons
to the beer garden would need to travel through the restaurant and disturb
customers within the restaurant.
Councilperson Lichty stated that she had received complaints about the entrance
from the beer garden into the parking lot.

that the following applications for Beer and Liquor Licenses be received, placed on
file, approved and endorsed applications forwarded to the Iowa Beer and Liquor
Control Department and the Beer Garden/Outdoor Cafe Application and Fireworks
Display Application be approved:
