Mayor McKinley in the Chair. Roll call: Budak, Seeber, Lichty, Wright, Angel, Dowie and Miller. Invocation by: Dr. Jack W. Jacobs, Walnut Ridge Baptist Church. Pledge of Allegiance by: Troop 27. 89107 - Moved by Miller, seconded by Seeber that the Agenda, as proposed for the Regular Session of April 28, 1986 at 7:00 p.m., be accepted and approved. Motion carried. 89108 - Moved by Miller, seconded by Lichty that the Minutes of the Regular Session held April 21, 1986, at 7:00 p.m., be approved. Motion carried. ORAL PRESENTATIONS 89109 - Terry Poe, representing Green Scene, presented City Forester, Rick Tagtow, with a check in the amount of $2,000 for tree plantings along U.S. Highway 218. She also commended Rick for his assistance in the area of tree planting. She stated that he has been present for many events during Arbor Week and expressed her appreciation for his commitment. Rick Tagtow thanked Green Scene for their contribution. Rick Tagtow presented to the City the Tree City USA Award. This award is given to those cities that meet the following four criteria: (1) celebrate Arbor Day, (2) have an ordinance that governs trees (vegetation ordinance), (3) a governing body (Park Commission), and (4) expend $1 per capita on forestry projects. Keith Thomas, representing the Waterloo Boxing Club, asked for the Council's financial support in forming the club. He stated that the owners of K's Pawn Shop has donated the use of their building for the organization. He stated that in soliciting funds in the community, persons have indicated that the City should also participate in the funding of this organization. The Mayor asked that he come back with cost estimates to Larry Burger. The Council then would act on his request. Councilperson Wright asked that the Sign and Traffic Department investigate the use of Mohawk Street by semi trucks. Councilperson Seeber thanked all those persons instrumental in the demolition of the two (2) properties on Oaklawn Avenue. ORDINANCE TO BE ADOPTED 89120 - Moved by Miller, seconded by Angel that "Ordinance repealing Ordinance No. 1729, which provided for the establishment and creation of the Office of City Assessor as authorized by Chapter No. 240, Laws of the 52nd General Assembly of the State of Iowa, and Chapter No. 405, as anended, of the Code of Iowa, 1946", be received, filed, considered and passed for the second time.
