HomeMy WebLinkAbout04/08/1986April 8, 1986 The Council of the City of Waterloo, Iowa, met in Special Session at City Hall Council Chambers, Waterloo, Iowa at 4:00 p.m. on April 8, 1986. Mayor McKinley in the Chair. Roll call: Budak, Seeber, Lichty, Wright, Angel and Miller. Absent: Dowie. 89036 - Moved by Seeber, seconded by Miller that the Agenda, as proposed for the Special Session of April 8, 1986 at 4:00 p.m., be accepted and approved. Motion carried. 89037 - Moved by Seeber, seconded by Wright to receive and file the call of the Special Meeting. Motion carried. 89038 - Chris Harshbarger presented the formal recommendation of the Mayor's Assessors' Office Merger Committee on the impact of merging the City and County Assessors' Office. Committee membership included Chris Harshbarger, Mel Sodawasser, Dave Greene, Don Page, Mayor Bernie McKinley, Rose Angel, John Rooff, Diane Shoultz, Dr. Charles Means, Jack Niemann, Carl Zimmerman, Karol Rae Hoth, Jeri Jenner, Tim Myers, Earl Jago, and Sharon Juon. Their report included the review of the size of the jurisdiction, number of employees, merged versus separate City/County assessment jurisdictions, pay rates, property owner protests, board of review procedures, and legal constraints. The recommendation as outlined would save $71,719 in year one and $105,230 thereafter when comparing the current budgets with the merged budgets. Mr. Harshbarger reported that in order for the merger to become effective the Council would need to rescind City Ordinance No. 1729 which establishes the City Assessor's Office. After discussion, the City Council recommended that this proposal be taken to the Council at its next regularly meeting scheduled for April 14, 1986. 89039 - Moved by Seeber, seconded by Wright that the Council adjourn.
