The Council of the City of Waterloo, Iowa, met in Regular Session at City Hall
Council Chambers, Waterloo, Iowa, at 7:00 p.m. on September 22, 1986. Mayor
Bernard L. McKinley in the Chair. Roll call: Budak, Seeber, Lichty, Wright,
Angel, Dowie and Miller.
Invocation by: Reverend Wayne Stufflebeam, Maywood Wesleyan Church.
Pledge of Allegiance: Brad Pauling and Jason Piercy, Troop 27.

ORAL PRESENTATIONS

89498 - Councilperson Angel stated that she had received a phone call from a concerned
citizen regarding the expenditures made to Assistant City Attorney Donna Lesyshen.
M% Angel distributed a sheet to members of the Council regarding a breakdown of
the amount of money paid for Mrs. Lesyshen's services to the city over the past
twelve (12) months. She continued that due to the fact that Mrs. Lesyshen has made
approximately $52,000.00 that perhaps it would be worthwhile for the city to hire
another full-time city attorney.
Hugh Field, City Attorney, stated that Mrs. Lesyshen was used quite
extensively since she began in January 1986, due to the fact that she had knowledge
of the city's operations and problem areas concerning the city. Mr. Field
continued that if Ms. Angel would like to come in and compare the present
attorney's budget and the past attorney's budget with him, she would be more than
welcome to do this.
Councilperson Lichty questioned why part-time city employees are paid so much.
Councilperson Seeber stated that Hugh Field was the City Attorney and had the
right to hire whomever he felt could do the best job on behalf of the city.
Hugh Field stated that compared to last year's budget, this year's budget was
approximately in the same range.
Kathy Oberly of 710 Forest Avenue pointed out an error had been made by the
Clerk/Auditor's office in compiling the Memorandum of Agreement mailed back to
the law firm of Beecher, Beecher, Holmes & Rathert relative to Waterloo Meat
Pack's $10,000,000 industrial revenue bond issue. The record was corrected to
reflect that Mrs. Lichty had voted against said resolution (09/15/86). Ms. Oberle
continued that she questioned the difference in the companies between Intro -Spec,
Inc., and the now present Waterloo Meat Pack.
Bonnie Jackson, 327 Farrington Road, questioned the Mayor on whether he had
gone down to the Rath Packing Company site this week.
The Mayor responded that he had not been to the former Rath Packing Company this
week.
Mayor McKinley announced that he was proclaiming the week of
September 22 - 26, 1986 as "United Way Week" and read a proclamation relating
to the same. He stated that he would urge all city employees and employees
throughout the community to participate in the United Way campaign through
contributions and the present givers to increase their capacity for giving.
Gene Redmon, Labor Liaison for United Way, presented a poster depicting the labor
participation throughout Black Hawk County with the United Way campaign. Mr.
Redman stated that labor has been involved with United Way since 1942 and he would
hope the poster would be posted in each department of the city.
