ORAL PRESENTATIONS
89468 - Mayor McKinley announced that he was proclaiming the week of September 14,
1986 as Food Collection Week on behalf of the Cedar Valley Food Bank. Mayor
McKinley stated that there would be a food drop-off area in his office for
anyone wishing to donate food.
Mayor McKinley announced that on October 4, 1986, the Waterloo and the Cedar
Fall Chamber of Commerces were actively promoting the "Fill the Dome"
campaign. Three (3) dollars of each ticket sold will go to the Chain of Lakes
project with a potential of raising $20,000.00.
Don Cox of 910 Black Hawk Road addressed the Council regarding placing garbage
cans in an outside container on the curb for the week. Mr. Cox stated that he
had a small shed erected to hold the garbage cans for the week for his
apartment complex. He continued that someone had called and complained that
the garbage should not be sitting on the curb prior to being removed by the
Sanitation Department.
Councilperson Seeber stated that he was the one that had called the Health
Department regarding the garbage problem. He stated that he had received
complaints from the neighbors and that's why he took the action that he did.
Mr. Cox asked if there could be any special consideration to his problem.
Mayor McKinley stated that the Council could take no action tonight and he
would ask for further investigation by the Health Department into the
situation. Mayor McKinley continued that until action could be taken the cans
would have to be moved off the curb.
Sheila Vanderwerf of 3748 Cedar Terrace Drive stated that she had received a
special assessment in the amount of $139.82 for 1984 garbage charges not paid
by her renter at 846 Sherman Street. She continued that the tenant has been
unemployed for two years and unable to pay the bill. She continued that the
way that sewer and garbage was collected by the Water Works was not
advantageous to the City. For example, if you make partial payments on your
water, sewer and garbage bill, the water is paid first.
Larry Burger, Clerk/Auditor, stated that his staff had been working with the
Water Works and Apartment Association trying to alleviate some of the problems
with noncollection of sewer and garbage bills. He continued that for the City
to take over the sewer and garbage billing, it would cost the City
approximately $200,000.00 annually.
Councilperson Seeber strongly recommended that the Water Works change their
policy on collections.
Councilperson Miller stated that possibility of the landlord being billed for
the expense and the additional cost be added to the monthly rent. He
continued that he would like a Council update on this issue at a later date.
Councilperson Angel stated that she had received four (4) calls from the
public who had received bad reaction from City Hall staff. She continued that
she would not state the departments that the bad comments came from but would
let the staff know after the Council meeting.
Councilperson Angel also stated that she had received calls concerning the
rezoning request from Lind Bros. and that they were parking cars on the grass
where cars were not allowed to park.
Don Temeyer, Planning and Development Director, stated that they did not have
a right to do that and he would investigate.
Councilperson Seeber stated that recently the senior citizens had held a
convention in Waterloo at Conway Civic Center and were very pleased with the
accommodations. He continued that he had been told by a couple of the
delegates that the best speech was given by Mayor Bernie McKinley.
Councilperson Wright stated that several people in her Ward had received
"hate" mail regarding racist statements and hateful remarks. She continued
that the information stated that the bad farm economy was blamed on the blacks
and the Jews. She asked that the people distributing the information please
consider that everyone is equal and all are human beings.
