Mayor Bernard L. McKinley in the chair. Roll call: Budak, Seeber, Lichty, Wright, Dowie and Miller. Absent: Angel. Invocation by: Reverend E. Stanley Jones, South Hackett Road Baptist Church. Pledge of Allegiance: John Luebke, Troop 182. 89444 - Moved by Miller, seconded by Wright that the Agenda, as amended, for the Regular Session of September 8, 1986, 7:00 p.m., be accepted and approved. Motion carried. 89445 - Moved by Miller, seconded by Dowie that the Minutes of the Regular Session held September 2, 1986 at 7:00 p.m. be approved. Motion carried. ORAL PRESENTATIONS 89446 - Melvin H. Schmitz presented a letter to the City Council complaining that Seals Construction Company is operating a construction and trucking company at 710 Logan Avenue which is "C-1" Commercial District Zoning. He asked the Council to take action to stop the operation. Bob Stevenson, City Planner, stated that Mr. Seals had been sent several certified letters and had not accepted the delivery of them. He continued that Mr. Seals would be served with an injunction to stop operation. Ruth Anderson, President of Citizens for Community Improvement (CCI), and the Reverend Donald Carver, presented a resolution to the City Council asking for the Council's support in their efforts to negotiate with local lending institutions to adhere to the Community Reinvestment Act by increasing reinvestments into the entire community. They asked that the Council adopt the same. Councilperson Seeber questioned which lending institution was not complying. Reverend Carver stated that all institutions within the community were not in compliance. Councilperson Dowie asked where the information was obtained regarding the amount of loans under the Reinvestment Act. Rose Quirk, Executive Director of CCI, stated that the information was public information. Councilperson Miller asked if Rose Quirk could deliver to the Council the section of the law which they were asking support under. The Mayor stated that this resolution would be referred to an Agenda of a future Council meeting. Florenz Lentsch, 1181 Cornwall Avenue, stated that he supported any kind of a .snow ordinance that the Mayor and Council could adopt. He continued that calendar parking was working in the other towns across the country and that the City did not owe people a place to park on the streets - that the streets were there for the movement of traffic. He stated that he felt the Council should work toward a meaningful snow removal ordinance. Mayor McKinley stated that he agreed with Mr. Lentsch and that a snow removal ordinance will be placed on the Council Agenda on September 15, 1986. Councilperson Lichty stated that some people have a right to park on the streets of the City. Councilperson Wright stated that some people have no alternative but to park on the streets.
