Each evening (except Friday and Saturday) from approximately 6:00 - 8:00 p.m., youths practice at Gates Park basketball court near Lester Street. Recently complaints have been heard from the neighborhoods due to excessive noise and traffic congestion. Mr. Walker stated that the basketball participants are not responsible for the crowd that may gather and any resulting action of the crowd. He asked that the Police Department increase their surveillance and visibility in the area to prevent potential accidents. He introduced Melvina Scott who is a volunteer working with female youths citywide on the women's five -on -five basketball. Mayor McKinley stated that Block Grant Funds are available to address this situation including additional bleachers and parking in the area. Bids are currently being prepared for these projects. Councilman Miller stated that the program is very viable and hoped to see it continue. Ernie Boykin, 530 Hope Avenue, representing neighbors in the area, suggested that the courts be relocated further inside the park so as to relieve the streets of congestion. This would require that spectators park inside the park area rather than congesting public streets. Mayor McKinley reported that the situation will be rev=iewed. Councilperson Angel reported that a constitutent living on Grand Boulevard asked that the City consider adopting an ordinance to prohibit private companies from oiling the City streets. She reiterated a situation where private property owners hired a contractor to oil their street. As a result, much of the road oil has covered his front yard due to the road being higher than his front yard. This matter will be further reviewed with the City Engineer and City Attorney. Gene Geiger inquired about the pawnbroker's licenses (Mark Geiger dba 18th Street Pawn & Tire, 1671 Sycamore and Elaine Geiger dba K's Pawn Shop, 1955 Washington) that was placed on the Agenda of July 7, 1986 as an amendment. After discussion it was indicated that a pawnbroker's license can be transferred from location to location but that the license application must be changed accordingly. In such incidences, the City will not charge an additional license fee. Ernie Boykin asked how many bids had been sent out in conjunction with the F.Y. 1987 Greyhound Access Road, Phase II, Contract No. 296. It was indicated that approximately ten bidders had paid a deposit for the plans and specifications but that only one bidder had returned the bid documents. Councilperson Miller reiterated that Manpower Temporary Services, the agency handling the hiring of 50 employees in conjunction with "Operation Pride", will be receiving $25,000.00 for these services. However, he stressed that this is not all profit for the agency, but that the agency has many costs for administering this program including payment of Workers' Compensation claims, unemployment insurance and weekly payroll preparation. Mayor McKinley reported that today was the first day of "Operation Pride", and that 49 of the 50 workers showed up for work assignments. The workers are going at it in full force. Motion carried. 89458 - The City Engineer recommended that the bid of Cedar Valley Corporation in the amount of $227,301.49 was in order and could be approved subject to approval by the Iowa Department of Transportation. The City Engineer recommended that even though the bid was approximately $30,000.00 over the Engineer's estimate, that the bid should be approved. In order for this transfer to be realized, it was necessary for the street to be functionally classified on the Federal Aid to Urban Systems (FAUS) map. Moved by Dowie, seconded by Miller that "Resolution requesting that the Iowa Department of Transportation assign a Federal Aid to Urban Systems number (FAUS) to this project", be adopted and the City Planner be instructed to certify a copy of said Resolution to the Iowa Department of Transportation.
