Mayor Bernard L. McKinley in the Chair. Roll call: Budak, Seeber, Lichty, Angel and Dowie. Absent: Miller and Wright. Invocation by: Reverend Paul Henegar, Waterloo Baptist Teeple. Pledge of Allegiance: City Attorney, Hugh Field. 89762 - Moved by Dowie, seconded by Angel that the Agenda, as amended, for the Regular Session of November 24, 1986, at 7:00 p.m., be accepted and approved. Motion carried. 89763 - Moved by Dowie, seconded by Angel that the Minutes of the Regular Session held November 17, 1986 at 7:00 p.m. be approved. Motion carried. HEARING 89764 - Moved by Angel, seconded by Lichty that proof of publication of notice of public hearing for input for use of approximately $436,067 of Federal General Revenue Sharing Funds to be received by the City of Waterloo; Iowa, as published in the Waterloo Courier on November 12, 1986, be received and placed on file. Motion carried. 89765 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for proposals for the use of said revenue sharing funds. Moved by Budak, seconded by Seeber, that Resolution authorizing the proposed uses of the F.Y. 1986-1987 Revenue Sharing in the amount of $436,067 be approved with the stipulation that the $100,000 designated for economic development be brought back for Council approval prior to authorization for expenditure", be adopted. Ayes: Five. Absent: Miller and Wright. Resolution adopted and upon approval by Mayor assigned Resolution No. 1986-660. ORAL PRESENTATIONS 89766 - Bonnie Jackson, 327 Farrington, questioned the Mayor on the completion of his 35 point plan for the City of Waterloo. Mayor McKinley stated that all the points frau the 35 point plan that were to be c anpleted in one year were complete except for two items. Ms. Jackson questioned Mayor McKinley regarding an update for the free trade zone in the community. Mayor McKinley responded the free trade zone is being looked into at this time but would take approximately two years to complete. Ms. Jackson questioned the Waterloo Redevelopment Authority report regarding forty (40) new businesses in the downtown area and 250 additional jobs. Randy Pilkington, Director of the Waterloo Redevelopment Authority, stated that there were forty businesses located in downtown Waterloo, twenty that relocated from other areas of Waterloo and twenty new businesses. REPORT 89772 - Moved by Angel, seconded by Lichty that the F.Y. 1986 Annual Report of the Waterloo Redevelopment Authority be received and placed on file. Motion carried. RESOLUTIONS TO BE ADOPTED 89773 - Moved by Seeber, seconded by Angel that "Resolution designating Ladd Waldo as representative of Covenant Medical Center for purposes of serving on the Board of Directors of VHi Capital Resources Group on behalf of the City of Waterloo", be adopted and Mayor and Clerk/Auditor instructed to execute same.
