Mayor Bernard Jim Miller, Rose Angel, Willie Mae Wright, . Absent: Frank Dowie. First Lutheran Church. that the Agenda, as amended, for the Regular Session of November 3, 1986, at 7:00 p.m., be accepted and approved. Motion carried. 89672 - Moved by Angel, seconded by Lichty that the Minutes of the Special Session, as amended, and Regular Session held October 27, 1986 at 2:00 p.m. and 7:00 p.m. respectively, be approved. Motion carried. ORAL PRESENTATIONS 89673 - Mayor McKinley announced that the first Employee of the Month Award had been awarded to Mark Boesen of the Transportation Department for his efforts over and above the call of duty regarding several transportation projects that needed immediate attention. The Mayor continued that Mark had put in several days of overtime in securing the projects from the Federal government. The Mayor continued that there would be an advertisement placed in the Waterloo Courier furnished by one of the local car dealers announcing the Employee of the Month and in the future a plaque placed in the Mayor's office with the name of each Employee of the Month. Mayor McKinley announced that a long-time radio personality and that this would be his last Council meeting to attend. pursuing his life and possibly other careers in the Phoenix, McKinley stated that he would like to thank Eldon Ebert for job and for his professionalism in radio broadcasting. Councilperson Seeber stated that he hoped that all citizens were eligible to vote would turn out and vote in the November 4. was leaving the area Eldon Ebert will be Arizona area. (Points of conflict are areas such as intersections, curves, etc.). Councilperson Angel proposed that two lights be replaced in the area to help save money on the installation and monthly lighting bill. Bob Stevenson stated that each light that would be replaced in the area would cost approximately $2,600 - $2,700 per light for the replacement and an additional $144 per year for the electric bill. Robert Jordan, 3951 Wagner Road, stated that the area could be potentially dangerous because many people in the area walk along the highway and there are no sidewalks presently. Councilperson Miller stated that we should not mix the safety of the houses with the standards set out by the Interstate Substitution program. Moved by Seeber, seconded by Wright that communication from Superintendent of Traffic Signals and Street Lighting transmitting the request of residents on Wagner Road for installation of street lights along Wagner road, together with recommendation of denial be received, placed on file, and one (1) street light be placed in the middle of the housing area in question along the stretch of Wagner Road. Ayes: Six. Absent: Dowie. Motion carried. REPORT 89679 - Councilperson Wright complimented the Building Department for a fine annual report. Moved by Miller, seconded by Angel that the Annual Report of the Building Department for Fiscal Year 1986, be received and placed on file. Motion carried. DOCUMENTS 89680 - Moved by Seeber, seconded by Wright that communication from Assistant City Engineer transmitting Contracts, Bonds and Certificates of Insurance for the F.Y. 1987 Intercity Interceptor, Stage VI, West Seventh Street, signed by William R. Hennessey & Son, Inc., of Cedar Rapids, Iowa, together with recommendation of approval be received, placed on file, and "Resolution approving said document", be adopted and Mayor and Clerk/Auditor authorized to execute same.
