Mayor Bernard L. McKinley in the Chair. Roll call: Budak, Seeber, Wright, Dowie and Miller. Absent: Lichty and Angel. Invocation by: Reverend Robert Ross, First Church of the Open Bible. Pledge of Allegiance: Jered Engel, Jon Engel, Matt Brown and Alvin Chang - Pack 106. 89605 - Moved by Wright, seconded by Dowie that the Agenda, as proposed, for the Regular Session of October 20, 1986, at 7:00 p.m., be accepted and approved. Motion carried. 89606 - Moved by Wright, seconded by Dowie that the Minutes of the Regular Session held October 13, 1986 at 7:00 p.m. be approved. Motion carried. HEARINGS 89607 - Moved by Dowie, seconded by Wright that proof of publication of notice of public hearing on plans, form of contract and estimate of costs for Ansborough Avenue Project (IX -6615(4)--79-07) Bridge over Black Hawk Creek, as published in the Waterloo Courier on October 10, 1986, be received and placed on file. Moved by Seeber, seconded by Wright that "Resolution authorizing the Iowa Department of Transportation to proceed on said project", be adopted. Ayes: Five. Absent: Angel and Lichty. Resolution adopted and upon approval by Mayor assigned No. 1986-605. 89618 - Moved by Dowie, seconded by Wright that communication frau City Planner transmitting the Black Hawk County Metropolitan Bikeway Master Development Plan prepared through the Iowa Northland Regional Council of Governments by Barton-Aschman Associates, Inc., together with recommendation from the Planning, Programming and Zoning Commission to utilize said document as a general guide in the development of a bikeway system, be received, placed on file and "Resolution supporting said bikeway plan concept", be adopted. ORDINANCES TO BE ADOPTED 89620 - Moved by Seeber, seconded by Miller that "an Ordinance Amending the Traffic Code by Adding Subsection (285a) Wagner Road to Section 551, Parking Prohibited at All Times on Certain Streets", be received, placed on file, passed and considered for the first time. Motion carried. 89621 - Jeff Shirley, Director of the Convention Bureau for the City of Waterloo, asked that the Ordinance for the Motel/Hotel Tax be changed to include the seventy-five percent (75%) allotment for the tours promotion of the City of Waterloo.
