Councilperson Lichty indicated that she had heard that the site may be used for the construction of a new motel. In conversations with motel owners in the City, they had indicated that business is bad. Rick Young, applicant for said rezoning, indicated that the site may be developed in the spring, 1987, for a hotel site for one of the City's hotels that will be relocated as a part of the Intercity Freeway project. Councilperson Miller indicated that there are many positive signs in the community including a twenty percent (20%) increase in parking revenue for the ramps in downtown Waterloo and that revenue is picking up each month. Moved by Dowie, seconded by Miller that rules requiring ordinances to be considered and voted for passage at two prior meetings, be suspended, and that the following ordinance be recorded as having been considered and passed for the second and third times and now placed on its final adoption.
