Motion carried. 89546 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for written and oral objections and there were none. Moved by Budak, seconded by Angel that "an Ordinance vacating a portion of alley lying adjacent to Lot 58, Prospect Place Addition, generally located behind 183 Lovejoy Avenue", be received, placed on file, passed and considered for the first time. ORAL PRESENTATIONS 89547 - James Boyd, representing King Porter Athletic Center (K.P.A.C.), stated that the $2,100.00 that the City granted to K.P.A.C. for the boxing program for the six month lease on the Logan Avenue property was appreciated, but felt that possibly the money was granted to allow the boxing center to fail. Boyd continued that he would like to appeal to the Council for the additional money up to $15,000.00 that they had requested originally. Boyd stated that the K.P.A.C. should be compared to the dog track as far as for the good of the Community. Mike Lyons, representing King Porter Athletic Center (K.P.A.C.), stated that he was not sure that the $2,100.00 was given from the heart. Mayor McKinley stated that the athletic center could not be compared to the dog track based on the fact that the dog track's money was a loan and not a grant. He continued that the $2,100.00 would give the K.P.A.C. a place to start for raising additional donations for the club. Bonnie Jackson, 327 Farrington Road, questioned whether the Mayor and Council had visited the former Rath Packing site and pleaded that if they had .not to please visit the site to see that certain items were being removed from the premises. Councilperson Miller stated that he has visited the site on several occasions but was not allowed in by the guard at the gate. Kathy Oberle, 710 Forest Avenue, stated that until the loan from Intro -Spec, Inc., is paid to the City that the taxpayers still own a piece of that property. Mayor McKinley read a statement regarding the City's position on the local lending institutions' redlining certain areas of town for abilities to make housing loans. Don Carver, representing Citizens for Community Improvement (CCI), stated that he felt the Mayor's comments were stronger than what the CCI had proposed. Ernie Boykin, 534 Boston Avenue, stated that under the new state reorganization plan, the new department that needed to be contacted regarding redlining and banking practices is the State Banking Division, 418 Sixth Avenue, Suite 530, Des Moines, Iowa, (515) 281-4014.
