HomeMy WebLinkAboutMinutes-09/15/2005• September 15, 2005 The Council of the City of Waterloo, Iowa, met in Special Session at City Hall Council Chambers, Waterloo, Iowa, at 8:30 a.m., on Thursday, September 15, 2005. Mayor Timothy J. Hurley in the Chair. Roll Call: Kincaid, Greenwood, Clark, Gunderson, Welper. Absent: Cole, Schmitt. 122302 - Welper/Kincaid that the Agenda, as proposed, for the Special Session on Thursday, September 15, 2005, at 8:30 a.m., be accepted and approved. Ayes: Five. Absent: Cole, Schmitt. Motion carried. 122303 - Welper/Kincaid that copies of Call for Special Session on Thursday, September 15, 2005, at 8:30 a.m., be received and placed on file. Ayes: Five. Absent: Cole, Schmitt. Motion carried. NEW BUSINESS 122304 Greenwood/Welper that communication from Director of Cultural & Arts Commission transmitting recommendation of award of contract in the amount of $4,226,020.00 to Cardinal Construction of Waterloo, Iowa in conjunction with Youth Pavilion Project - Waterloo Center For The Arts, be received, placed on file and "Resolution approving award of said contract", be adopted. Prior to a vote on the above motion, the following comments were heard. Don Temeyer, Community Planning and Development Director, reported that staff is working on an agreement with US Bank to acquire property adjacent to the Center For The Arts for the Youth Pavilion. Councilperson Clark asked what other costs will be incurred with this project as this contract is only for the cost of the building. Mike Broshar, with InVision Architecture, reported there is a $165,000 budget for furnishings and equipment, with a total budget just under $5 million. Mr. Broshar stated there are other funding sources other than the city and the campaign, with the campaign at $4 million. Councilperson Clark asked if that includes funding for operations. Cammie Scully, Director of Cultural & Arts, responded they are in the processing of raising funds, have collected $150,000 and have budgeted $500,000. Councilperson Clark stated he is concerned with budgeting for staff after the building is constructed. Councilperson Clark stated that from his point of view during the budget process staffing for the pavilion will be down the line. Ms. Scully reported that they are putting together a marking and business source, but she cannot say they won't ask for additional funding. Mayor Hurley stated that there has always been a question mark concerning funding of the operation costs for the pavilion, and that will be a policy decision at that time. Following comments a vote was taken on the above motion with the following result. Ayes: Five. Absent: Cole, Schmitt. Motion carried. Resolution adopted and upon approval by Mayor assigned No. 2005-844. 122305 - Welper/Kincaid that communication from Director of Cultural & Arts Commission transmitting Contracts, Bonds and Certificates of Insurance in the amount of $4,226,020.00 from Cardinal Construction of Waterloo, Iowa in conjunction with Youth Pavilion Project - Waterloo Center For The Arts, be received, placed on file and "Resolution approving said documents", be adopted and Mayor authorized to execute same. Ayes: Five. Absent: Cole, Schmitt. Resolution adopted and upon approval by Mayor assigned No. 2005-845. ADJOURNMENT 122306 - Welper/Gunderson that the Council adjourn at 8:40 a.m. Ayes: Five.
