RESOLUTION NO. 2017-199 RESOLUTION REGARDING IOWA HOUSE STUDY BILL 91 AND 92 AND HOUSE FILE 295, ETC. WHEREAS, the City Council of Waterloo, Iowa goes on record as opposing Iowa House Study Bill 91, House Study Bill 92 and House File 295 and any other legislation from the 2017 Iowa Legislature that proposes either now or in the future to eliminate, diminish or rescind Iowa's long standing history and legal precedent of home rule/local control, and WHEREAS, the City Council of Waterloo, Iowa goes on record as stating the proposed legislative measures are assaults on the concept of local control and further state the results of these bills punish Iowa's cities and counties who in many cases take action when the Iowa State Legislature has failed to act, and WHEREAS, the City Council of Waterloo, Iowa.chooses to protect the civil rights of our citizens, improve the health, safety, and economic prosperity of our community by enacting ordinances to such ends and asks the state representatives to refrain from interfering with the basic, democratic process by passing anti-local control bills. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA that the council opposes Iowa House Study Bill 91, House Study Bill 92 and House File 295 and any other legislation from the 2017 Iowa Legislature that proposes either now or in the future to eliminate, diminish or rescind Iowa's long standing history and legal precedent of home rule/local control. BE IT FURTHER RESOLVED that a copy of this resolution be immediately sent to members of the Iowa Press, the office of the Governor and all Representatives and Senators of the Iowa State Legislature.
