Members present: Chairperson Welper, Morrissey, Powers, Lind, Amos, and Schmitt.
Absent: Jacobs
Moved by Schmitt seconded by Amos that the Agenda, as proposed, be approved. Ayes: Six.
Motion carried.
Moved by Morrissey seconded by Amos that the request from the Director of Waste
Management Services Department to fill the position of Collection Systems/Maintenance
Supervisor, be approved. Ayes: Four.Nays: (Lind and Schmitt) Motion carried.
Steve Hoambrecker, Waste Management Services Director, explained the request.
Mr. Lind questioned if this was separate from the Engineer position.
Steve Hoambrecker explained this is the same position
Mr. Lind questioned if this individual would take over CMOM work.
Steve Hoambrecker explained if the CMOM specialist left he would not seek to fill the position.
Mr. Schmitt questioned if the position has not been filled in the past why is it still being
requested.
Steve Hoambrecker explained why the position is needed.
Mr. Schmitt asked if the EPA consent decree has anything to do with the need to fill the position.
Steve Hoambrecker explained that he believes that if the positon had been filled in the past, it
would have been beneficial to the city and perhaps prevented the need for the consent decree.
This position will help facilitate a proper maintenance program and help move the city forward.
Mr. Powers questioned if this is part of succession planning.
Steve Hoambrecker confirmed.
Mr. Morrissey questioned if this position was included in the budget.
Steve Hoambrecker confirmed.
Mr. Lind questioned if the positon was budgeted for years, where has the money gone.
Steve Hoambrecker commented that the funds come from sewer fees and stays in the reserves.
Mr. Amos questioned if the CMOM would be impacted negatively if not filled.
Steve Hoambrecker explained that though he is not able to answer that definitely, he believes
that filling the position will ensure better compliance than if left unfilled.
With no further business before the committee, it was moved by Amos seconded by Powers that
the meeting be adjourned at 4:57 p.m. Voice vote — Ayes: Six. Motion carried.
