Moved by Welper seconded by Morrissey that the Agenda, as amended, by deleting item two, request to salvage stain glass window, due to the window being stolen from the building, be approved. Voice vote -Ayes: Three. Motion carried. Mr. Morrissey commented that he would like to see the theft investigated. Moved by Morrissey seconded by Welper that request for proposal for sale of former Central Garage building on Black Hawk Street, be approved. Voice vote -Ayes: Three. Motion carried. Noel Anderson, Community Planning and Development Director, explained the proposal to sell the former Central Garage Department building located on Black Hawk Street. He explained that they intend to use the request for proposal process instead of the bid process to encourage new development for the property. Mr. Schmitt questioned if the Parks Department could use the building for equipment storage. Noel Anderson explained that the Leisure Services Department prefers having a location closer to downtown. Mr. Schmitt questioned if the property could be marketed by a realtor. Noel Anderson explained that they are planning to do more marketing in the future, and that he has been approached by realtors in the past to market city property, but he prefers to be the point of contact for city properties. Mr. Lind questioned if all of the gas equipment has been removed. Noel Anderson explained that one generator is still at the location along with brick pavers that still need to be removed. Mr. Schmitt questioned if some of the building had been stripped for use by Animal Control. Mark Rice, Public Works Director, explained that cages were formerly at the site. Mr. Welper questioned the proposal. Noel Anderson questioned if the committee is comfortable with the proposed bid RFP estimate. Mr. Welper expressed support for staff determining the proper price for the building. Mr. Lind clarified that they are getting bids but are planning to get a development agreement with the property as well. Noel Anderson confirmed and noted that it is in the Rath TIF District and CURA eligible. Mr. Morrissey questioned if action by this committee is being requested. With no further business before the Council, it was moved by Welper seconded by Morrissey that the meeting be adjourned at 4:48 p.m. Ayes: Three. Motion carried. Kelley Felchle City Clerk
