This request is to fill a funded position that will be vacated May 31,
2017 due to a retirement.

This is a working Crew Leader position responsible for mowing and
vegetation maintenance on the certified flood control levee system, parks,
and right-of-way areas. This position is also critical in snow removal
operations, recreational trail sweeping, equipment maintenance, and
supervising temporary seasonal employees.

GENERAL STATEMENT OF DUTIES
Performs duties relating to care and maintenance of turf and landscape areas in parks, rights-of-way and public
places. The work is performed under the general direction of the City Forester, but will often work
independently and with minimum supervision. Supervises seasonal and regular employees.

1, Responsible for daily maintenance operation
and productivity of turf maintenance
employees including receiving and
transmitting assignments, organizing
projects, ensuring job completion and
making required reports.
2. Operates and maintains specialized turf
equipment; may operate large and small
trucks and other automotive equipment.
3,. Applies pesticides, insecticides and other
chemicals in the care of landscape turf and
vegetation.
4. Diagnoses and treats turf insect and disease
problems.
5, Adjusts and repairs equipment, operates
push mowers, string trimmers and
blower/vacs.
6, Rakes turf, sweeps walks, picks up litter and
trash,
7. Performs turf maintenance on uneven
ground and while public is present,
Shovels and plows snow.
9, Participates in department preventive
maintenance program for vehicles and
equipment,
10. Directs the work activities of seasonal and
regular employees as assigned.
11. Responds to questions from the public
concerning mowing operations and
application of turf chemicals or directs
inquiry to appropriate manager.
12. Works outdoors in all weather conditions;
work environment is ditty; works near
moving vehicles and equipment; operates
equipment and tools that cause vibration;
exposed to pesticides, insecticides and other
turf maintenance chemicals; noise level is
often loud; atmosphere may contain dust and
fumes from traffic.

REQUIRED KNOWLEDGE & ABILITIES
1. Knowledge of and ability to diagnose and
treat turf insect and disease problems,
2. Thorough knowledge of the techniques and
principles of turf and landscape management
and maintenance.
3, Knowledge of occupational hazards and
safety procedures of turf and landscape
maintenance work.
4, Knowledge of and ability to safely operate
turf maintenance equipment such as riding
mower, tractor, loader, chemical sprayer and
other specialized turf equipment for four to
six hours at a time.
5, Ability to instruct, train and supervise regular
and temporary seasonal employees.
6. Ability to express ideas orally and in writing.
7. Ability to understand chemical hazard labels
and keep chemical application records.
8. Ability to exercise independent judgment in
completion of assigned projects.

ACCEPTABLE EXPERIENCE & TRAINING
1. Graduation from a two-year horticulture
program with minimum three years
experience in turf management and minimum
two years supervisory experience
OR
High school graduation/G.B.D. with
minimum six years experience in turf and
landscape management and minimum four
years supervisory experience
OR
Any equivalent combination of education and
experience that provides the knowledge,
skills and abilities necessary to perform the
work.
2. Current driver's license and good driving
record based on City of Waterloo driver
performance criteria. Must obtain Iowa Class
A Commercial Driver's License within 30
working days of hire date. A candidate with
any of the following will not be considered
for employment: loss of license for any
reason during the period of candidacy for
employment, if the candidate remains
without a valid, current license for the
position when the City issues an offer of
employment; loss of license, plea of guilty,
plea of no contest or its equivalent or
conviction for OWI, reckless driving or other
major moving violation within the previous
five years; four or more citations for moving
violations within the previous three-year
period, excluding speeding violations of 10
mph or less over the posted speed limit; three
or more citations for moving violations
within the previous one-year period. After
appointment to the position, disciplinary
action or continuing employment status may
be reviewed for the following: four or more
moving violations within the previous three
years, three or more moving violations within
the previous one year or loss of license or
conviction for OWI, reckless driving or other
major moving violation within the previous
five years; two or more at -fault accidents
within a three-year period while driving on
City business; a combination of three or more
at -fault accidents within a three-year period.
An applicant's driving record will be
reviewed prior to an offer of employment and
at least annually after hire.
3. Obtain an Iowa Pesticide Applicator's
License by the end of six month probationary
period. Failure to maintain this license will
result in disciplinary action up to and
including ternnination.
ESSENTIAL PHYSICAL ABILITIES
The following physical abilities are required with or

1. Sufficient strength and flexibility to perforin

coworkers in person or over a radio and to
safely operate equipment along busy streets,

equipment malfunctions and hear
approaching traffic.

peripheral vision to safely operate vehicles
and equipment in all weather conditions;
sufficient color vision to observe and
diagnose turf diseases.
4. Sufficient dexterity to safely operate powered
and manual tools and equipment.
5. Sufficient personal mobility that permits the
employee to safely operate a variety of
motorized and manual park turf maintenance
equipment in all types of weather.
MISCELLANEOUS
1. Must wear personal protective equipment
such as safety shoes, safety glasses, hearing
protection, gloves, safety vest, protective
clothing and respirator,
2, Must submit to Department of Transportation
requirements including pre-employment,
post -accident, reasonable suspicion, random
and return-to-duty/follow-up alcohol and
drug testing.
3, Must submit to Civil Service examination
procedures including a panel interview,
4, Following a conditional offer of employment,
the City of Waterloo requires a physical
examination including a drug test by a
physician of the City's choice to determine if
an applicant is capable of performing the
essential functions of the position. Failure to
pass the physical exam and drug test will
result in withdrawal of the employment offer,
5. The City of Waterloo will conduct a
background investigation including
employment and criminal history checks on
any applicant being considered for this
position.
6. Must submit to Civil Service examination
procedures including a panel interview; may
be required to show skill on motorized turf
maintenance equipment.
WORK SCHEDULE
Will generally work Monday -Friday 7:00 a.m.-3:30
p.m. with a half-hour unpaid luneh. Will be required
to report during emergency situations or work
overtime during/after severe weather or to assist
Street Department with snow removal, but,
generally, minimal overtime.

PERSONNEL REQUISITION
Park Maintenance II — Crew Leader
The following questions are provided as guidelines to assist you in developing your
rational for the position of Park Maintenance iI -- Crew Leader in the Leisure Services
Department. Depending upon your situation, some questions may or may not apply.
Please provide written responses to these questions as part of your preparation for
meeting with the Mayor.
(1) What are the key job responsibilities of this position?
This position is required to maintain turf and landscape areas in parks, rights-of-way, and
public properties. It is also critical in snow removal operations, recreational trail
sweeping, equipment maintenance, and supervising temporary seasonal employees.
(2) Can the job responsibilities of this position be assigned to other employees
within the department? If no, why not?
No; Other employees within the department are already overloaded with required duties.
(3) How is the work of this position being accomplished now?
Retirement date is May 31st. Mark Cutsforth is currently accomplishing the required
tasks of this position.
(4) Are the filled positions in your department currently being utilized to their
maximum potential?
Yes
(5) How would filling this position meet the needs of your department or the City
on either a short-term basis (if temporary position) or a long-term basis (if a
regular position)?
Filling this position on a long-term basis maximizes the work needed in City of Waterloo
turf and landscape areas in parks, rights-of-way, and public properties. It is also critical
in snow removal operations, recreational trail sweeping, equipment maintenance, and
supervising temporary seasonal employees.
(6) What cost savings or revenues, if any, would your department or the City
realize if this position is filled?
Cost savings of filling this position as a Park Maintenance II -Crew Leader instead of a
Turf Crew Leader is $3,120/year. There will also be savings/revenues in nontraditional
forms. Insurance premiums would be saved as sidewalks would be cleared of snow in a
timely manner & recreational trails would be swept resulting in less chance of personal
injury/law suit. Turf & grounds in parks, rights-of-way, and many city properties would
be efficiently maintained resulting in a more aesthetically pleasing environment that is
inviting to people spending money in Waterloo.
(7) If you are paying overtime or comp time within your department to
accomplish this work now, how much overtime or comp time has been paid
out or earned that is directly attributable to this position and over what period
of time?
We are not currently paying any OT or Comp time for this position as May 31S` is day of
vacancy, but as spring is quickly approaching there is a large likelihood that OT or Comp
time will be needed to keep the City of Waterloo compliant with the City's Vegetation
Code.
(8) How has the work load or demands of your department changed in
comparison to your staffing levels over the past three fiscal years? Provide
statistics if possible,
Over the last 3 years the workload has increased with the staffing level staying the same.
For example, paved bike trails have been added requiring increased maintenance needs,
levee maintenance has increased due to Core of Engineers becoming more strict in
requirements, 63 north improvements & property acquisitions have increased the City's
amount of turf maintenanee, and other odd maintenance increases in areas like the
railroad right of way off Newell St. near Red Carpet Golf Course and the drainage ditch
just north of 2672 Logan Ave.
(9) If this position is not filled, what affect will it have on your department?
What work will not get done? What costs will you incur? Please be as
speeifie as possible.
The City of Waterloo's Leisure Services dept., the mayor's office, and council members
will have increased complaints of work not getting done in a timely manner. There will
be delays in turf maintenance cycle in public areas resulting in grass becoming longer and
violating vegetation code. Sidewalks adjacent to public properties will not be cleared of
snow on a timely basis resulting in complaints and possible law suits. There will be some
seasonal personnel that will not be closely supervised resulting in inefficient operations
and probable complaints.
(10) How do you cover the responsibilities for this position whenever the
incumbent is out on vacation?
The backlog of work orders increases.
(11) Is it possible that the City could outsource this position to an outside
agency? if so, what savings, if any, would the City realize as a result of this
change?
No. We do outsource some of the duties of this position now some mowing. Leisure
Services does need a skeleton crew to take care of many of the departmental
responsibilities — Mowing of Parks & city properties, chemical treatment of weeds,
removal of snow from park sidewalks and parking lots, sweeping of recreational trails,
etc.. ,This position is part of that skeleton crew and critical to Leisure Services, There
would not be any monetary savings to outsourcing when all duties are considered.
(12) How would you rank this position in terns of its contribution to City
business in comparison with other positions repotting to you?
This position ranks high. It is important that the City of Waterloo is an aesthetically
pleasing and safe place to visit and live, This turf and overall landscape maintenance
position assures that Waterloo's parks and public areas are safe, inviting, and places that
people want to be and come back to. It is a critical position to our operation.
(13) How sloes this position impact the Goals and Objectives for the City adopted
by the City Council?
The quality of life in Waterloo would be impacted if this position is not filled as Waterloo
would have unsafe & uninviting parks, city owned rights-of-way, and public areas,
