Moved by Powers seconded by Amos that the Agenda, as amended, be approved. Ayes: Two. Motion carried. Moved by Powers seconded by Amos that Mayor Hart's recommendation of the following appointments be approved: Appointee Board/Commission Expiration Date New or Re - Appointment Marcia Buttgen Planning, Programming and Zoning 4/10/2020 New Jason Verbraken Community Development 3/1/2020 Re -appointment Jamie Castle Planning, Programming and Zoning 4/10/2020 New Christina Wood Cultural and Arts Commission 3/1/2020 Re -appointment Lisa Reilly Human Rights 4/10/2020 New Teresa Culpepper Human Rights 4/10/2020 New Mr. Powers commented that he had initially questioned if Jamie Castle could serve on the board, as she is not a resident of Waterloo. He explained that it was later confirmed that residency is not a requirement to serve on the Planning and Zoning Commission. Mr. Morrissey questioned how that had been clarified. Aric Schroeder, City Planner, explained that attorney Chris Wendland offered his opinion that based on the wording of the code; residency would not be a requirement. Mr. Amos questioned Mr. Morrissey about the opinion he received from the City Attorney. Mr. Morrissey explained that the City of Attorney felt the wording in the code was nebulous and therefore would agree that residency is not a requirement for the Planning and Zoning Commission. Ayes: Two. Motion carried. With no further business before the Council, it was moved by Powers seconded by Amos that the meeting be adjourned at 4:56 p.m. Ayes: Three. Motion carried.
