Members present: Chairperson Welper, Jacobs, Morrissey, Powers, Lind, Amos, and Schmitt.
Moved by Schmitt seconded by Lind that the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
Moved by Morrissey seconded by Powers that request from Community Development Director
to initiate the Civil Service process, to fill a Specialist position in the Community Development
Department, and to make an appointment from said Civil Service list, be approved. Ayes:
Seven. Motion carried.
Mr. Schmitt requested an overview of the positions.
Rudy Jones, Community Development Director explained the necessity of this position.
Mr. Schmitt questioned if the budget has been decreasing over the years.
Rudy Jones confirmed.
Mr. Schmitt questioned if the reduction in funds is affecting the department's ability to provide
services to the community.
Rudy Jones explained the reduction of funds has not affected the community services they've
been able to provide due to supplements and grants that are available.
Mr. Schmitt asked how long the positions have been open.
Mr. Jones stated approximately 3 to 4 weeks.
Moved by Morrissey seconded by Powers that request from Community Development Director
to initiate the Civil Service process to fill the Community Development Coordinator position and
make an appointment from said list, be approved. Ayes: Seven. Motion carried.
Mr. Schmitt requested an overview of the positions.
Rudy Jones, Community Development Director explained the necessity of this position.
Moved by Amos seconded by Morrissey that request by Human Resources Department for
authorization to begin recruitment process for Public Works Director and make appointment, be
approved.
Moved by Lind seconded by Schmitt to table indefinitely, due to ongoing discussions to
restructure city departments.
Jim Rodemeyer, Human Resources Director, explained the need to start the process and
explained that the Traffic Operations and Animal Control have been moved under the Public
Works Department, which does change the job description.
Mr. Lind withdrew his motion.
Moved by Amos seconded by Schmitt to amend by removing language, "and make
appointment", from original motion. Ayes: Four. Nays: Three (Jacobs, Lind, Schmitt). Motion
carried.
Mr. Jacobs questioned Mr. Lind's request to withdraw the motion.
Mr. Morrissey questioned the necessity for the position.

Jim Rodemeyer explained that he believes the position should be filled and stated that this matter
was also discussed during budget talks.
Mr. Welper asked for clarification on the timeframe to find eligible candidates.
Jim Rodemeyer confirmed the recruitment process could take up to 90 days.
Mr. Lind explained that due to Mr. Jacob's comments, his motion would again be to table, not to
amend wording.
Mr. Morrissey questioned if the amended statement would cause any difficulty with the hiring
process.
Jim Rodemeyer believes the amended wording would not affect the process.
Mr. Powers questioned if the job description would be flexible due to possible changes.
Jim Rodemeyer explained that though it could be flexible, it would still need to be defined in
regards to how the city is currently structured.
Mr. Amos commented that he feels a Public Works Director is required prior to reorganization.
Mr. Jacobs questioned the fairness of proceeding with recruitment candidates when the position
has not been fully fleshed out.
Jim Rodemeyer believes the current Public Works Department is structured similar to most
traditional public works departments, regardless of any future restructuring.
Mr. Jacobs questioned if the interim director is capable of directing.
Jim Rodemeyer confirmed.
Moved by Amos seconded by Morrissey that request by Human Resources Department for
authorization to begin recruitment process for Public Works Director, be approved. Ayes: Four.
Nays: Three (Jacobs, Lind, Schmitt). Motion carried.
With no further business before the committee, it was moved by Morrissey seconded by Amos
that the meeting be adjourned at 5:10 p.m. Ayes: Seven. Motion carried.
