Members present: Morrissey, Lind, Amos, Welper, Schmitt, and Powers.
Absent: Jacobs
Moved by Schmitt, seconded by Lind that the Agenda, as proposed, be approved.
Objective: G.I.S. Project Discussion.
Kendis Kendis Scharenbroich, Pro West and Associates, addressed the council regarding
Geographical Information Systems (GIS) technology.
Mr. Lind questioned where the City is at, relative to expenses, for implementing GIS.
Kendis Scharenbroich responded the City is currently one-fourth of the way there.
Mr. Lind questioned if a couple hundred grand would get us half -way there.
Kendis Scharenbroich agreed it would.
Kendis Scharenbroich stated the City has some existing hardware that would work but would
need to update, purchase, and dedicate additional storage media to GIS.
Chris Youngblut commented regarding the amount to purchase additional storage, software and
licensing.
Mr. Lind questioned the timeline for a fully functional GIS system.
Kendis Scharenbroich stated they have drawn up a three year plan to be fully functional.
Mr. Lind questioned what that would cost the City.
Kendis Scharenbroich estimated, depending on staffing, a three year plan would be under
$300,000.
Mr. Lind questioned if the staff person for Water Works would be able to manage the additions
to the system.
Kendis Scharenbroich stated a GIS specialist would need to be hired and dedicated to this
system.
Chris Youngblut commented this is step one of the process in assessing what the City currently
has and having the council give them some direction to move forward from here.
Mr. Morrissey questioned if anything has been budgeted or remains in this year's budget to
purchase some of the equipment.
Chris Youngblut responded there is some budgeted for this year and in the next fiscal year.
Mr. Schmitt questioned if the technology would be redundant since Water Works is already
using GIS?
Chris Youngblut responded we would try to integrate all existing information into one system.
Mr. Schmitt questioned where Cedar Falls is at in this process.
Chris Youngblut responded that Cedar Falls in further along with this than we are but believes
we could collaborate with Cedar Falls and the county in how data is shared.
Mr. Powers questioned mapping overlay.

Kendis Scharenbroich confirmed the system would have these capabilities.
With no further business before the Council, it was moved by Schmitt, seconded by Lind, that
the meeting be adjourned at 5:03 p.m. Ayes: Six. Motion carried.
