Getty Council Chambers Members present: Chairperson Welper, Jacobs, Morrissey, Powers, Lind, Amos, and Schmitt. Moved by Schmitt seconded by Lind that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Moved by Morrissey seconded by Amos that request from Leisure Services Director for authorization to begin the Civil Service process for the position of Customer Service Specialist and to make appointment from the Civil Service List; and that request from Leisure Services Director for authorization to begin the Civil Service Process for the Position of Downtown Area Maintenance II and to make an appointment from the Civil Service List, be approved. Ayes: Four. Nays: Three (Jacobs, Lind and Schmitt). Motion carried. Mr. Lind questioned if the two positions could be outsourced. Paul Huting, Leisure Services Director, explained the need to fill the individual positions as well as the funding to support them. Mr. Lind clarified that the positions do not create an impact on the general fund budget. Mr. Schmitt questioned if the Library, Center for the Arts, and Leisure job functions could be consolidated and share employees. Paul Huting explained that he and Cultural and Arts Director do meet regularly. He further explained that the Customer Service Specialist would also oversee onsite child care at the SportsPlex as well as coordinating registration for all of the sporting programs. Mr. Schmitt questioned if union positons impact the lack of consolidation. Paul Huting explained that the amount of work and location of the work is the primary concern. Mr. Jacobs questioned how much time is spent on the bank deposits. Mark Gallagher, Recreation Services Manager, explained that membership numbers, ACH for membership, and SportsPlex front desk management and customer service is also what makes up this position. Mr. Jacobs questioned if the part time people are able to do the job. Mark Gallagher explained that part time employees are primarily selling memberships. Michelle Weidner, Chief Financial Officer, explained that there is a number of accounting functions with the position to ensure that the credit card payments reconcile. Paul Huting explained that the original plan for the SportsPlex called for 12 full time employees and they are operating with more part time employees than with what the plan for the facility calls for. Mr. Jacobs commented that the bank he works for now hires college students for similar positions. Paul Huting commented that they utilize interns from UNI for help with managing the Leisure Services component of the SportsPlex. Mark Gallagher explained that they would prefer to see full time oversight of the part time staff. Mr. Morrissey thanked those who filled out the questionnaire. They were very thorough. May 22, 2017 Page 2 Mr. Lind commented that he would like to see an organizational chart with the positions to understand where the position fits.
