Moved by Morrissey seconded by Jacobs that the Agenda, as proposed, be approved. Voice vote -Ayes: Three. Motion carried. Objective: Application for funding for the Bosnian Cultural Foundation 20th Annual Krajiski Teferic Event in the amount of $10,000 as requested by the Bosnian Cultural Foundation. Objective: Application for funding for the Waterloo Homecoming Association Event in the amount of $10,000 as requested by the Waterloo Homecoming Association. Objective: Application for funding for Main Street organization support in the amount of $10,000 as requested by Main Street. Objective: Application for funding for the Leisure Services 2017 Golf Marketing Campaign in the amount of $10,000 as requested by Waterloo Leisure Services. Objective: Application for funding for the North End Cultural Center Arts & Music Fest in the amount of $5,000 as requested by the North End Cultural Center. Objective: Application for funding for the ASPIRE Therapeutic Riding Program Night of the Horse Event in the amount of $8,000 as requested by ASPIRE. Objective: Application for funding for the Waterloo Police Department for Uniformed Presence at Community Events in the amount of $30,000 as requested by the Waterloo Police Department. Objective: Application for funding for the Communities in Schools Site Coordinator at two Waterloo middle schools in the amount of $20,000 as requested by Communities in Schools of Mid-America. Mr. Amos commented that the dollar amount shown on the requests does not match the dollars available to fund. Michelle Weidner confirmed. Mr. Amos asked to clarify the process for approving the requests. Michelle Weidner explained the process. Mr. Morrissey questioned if this is the last opportunity for requests to funds for this fiscal year. Michelle Weidner explained that the committee would not typically meet again until the end of the fiscal year. Mr. Schmitt questioned if the intent of the funds was geared toward getting people to come to Waterloo. Michelle Weidner explained this was different. Page 2 Mr. Morrissey recommended pairing back Leisure Golf by $1,000, Waterloo Police Department $2,000, Community Schools $2,000, and Aspire by $500 for a total reduction of $5,500 which would put the total request at $97,500. Michelle Weidner explained that the city departments typically use the funds for marketing. Mr. Amos questioned the school request and expressed his concern over using the funds for this item. Michelle Weidner explained that this is a different use for the funds than has typically been used in the past. Mr. Lind suggested that the Waterloo Homecoming Association Event should not receive funding due to a prior incident. Mr. Amos explained that he believes the charges in that case were dropped, and that it will benefit the committee in the long run. Mr. Jacobs recommended cutting the requests across the board by percentage to remain impartial. Mr. Amos concurred with Mr. Jacobs' suggestion, but expressed his concerns with item number 9. Mr. Morrissey suggested reducing the communities in schools funding request down by $5,500 and leave the rest as they are. Mr. Jacobs questioned if reducing the item by the shortage amount so that everything balances. Mr. Amos explained that it would deplete the fund completely. Michelle Weidner explained that it could become an issue, and further expressed concern that the community in schools item sounds like an operating expense that may be ongoing. Mr. Amos commented that number 9 may not be something to be considered. Mr. Jacobs recommended deleting number 9 and leaving the remaining funds in the account. Motion by Jacobs seconded by Amos to forward this request to full council, except for number 9. Voice -vote — Three. Mr. (Morrissey abstains from #4.) With no further business before the Council, it was moved by Morrissey seconded by Jacobs that the meeting be adjourned at 5:11 p.m. Ayes: Three. Motion carried. Kelley Felc City Clerk
