Members present: Morrissey, Powers, Lind, Amos, and Welper.
Mr. Jacobs arrived at 4:57 p.m.
Absent: Schmitt
Moved by Welper seconded by Amos that the Agenda, as proposed, be approved. Voice vote -
Ayes: Five. Motion carried.
A proposed change to the Weed Ordinance was discussed.
Dave Zellhoefer, City Attorney, provided an overview of the proposed changes to the weed
ordinance.
Maria Downing, Code Enforcement Foreman, provided an overview of the current process and
the proposed removal of the administrative fee, explaining that other cities in Iowa of similar size
do not require an administrative fee.
Mr. Lind questioned the exceptions portions of the ordinance.
Maria Downing explained that the mowing takes place 300 feet back from a property that has
had a structure on it as some time.
Mr. Powers questioned the time frame from noticing property owners.
Maria Downing explained the process.
Mr. Powers questioned if the time frame could be considered unreasonable due to people taking
vacations in the summer and that the mail can be slow.
Dave Zellhoefer explained that nobody gets a notice until the grass is over eight inches long. He
further explained that the majority of landlords in the city have contracted mowers to take care of
routine mowing in the summer.
Mr. Morrissey commented that he believes the ordinance is ready to move forward to full
council.
With no further business before the committee, it was moved by Welper seconded by Amos that
the meeting be adjourned at 5:07 p.m. Voice vote -Ayes: Six. Motion carried.
