Submitted by: Submitted By: Eric Thorson, PE, City Engineer Recommended Action: Approve the Professional Services Agreement This agreement is for preliminary engineering and design related to the Summary Statement: construction of a whitewater course located on the north side of the Cedar River in downtown. Expenditure Required: Maximum amount payable is $W5 665 CC) Source of Funds: WDC Gaming Funds Cedar River Whitewater and Habitat Improvement Project Waterloo, IA Proposal for Design Services By Recreation Engineering & Planning (REP) October 28, 2015 This contract is being sent to Mayor Buck Clark Recreation Engineering & Planning Task I: 1.1 TASK Preliminary Design, Bathymetric Survey, and Permitting Applications Approxfm a ate Hours Task Subtotal $ 38,865 Phase Subtotal $ 169.375 Preliminary Design: 70% drawings including plan of up to six instream structures that are structurally and hydraulically sound, aesthetically pleasing, and natural in appearance. Includes design of modified and enhanced put -in areas and take-out areas, stair modifications, lighting, signage, banners, and railings completed by AHTS Architects. Includes plan, profile, section, and typical drawings. The plan will incorporate comments, suggestions, and agreed upon design provided by project proponents and be suitable for permit applications. Includes three meeting by AHTS with City officials and one meeting with Veteran's 12 Preliminary Cost Estimate: Cost estimates suitable for 70% design drawings. 13 $ 2,080 1.3 Bathymetric Data: Obtain bathymetric (river bottom) survey data necessary for the design of the instream portion of the park REP will provide a bathymetric topographical map at the appropriate scale. Costs indude two REP representatives and four technicians on-site for approximately 1.25 days to collect data. If client is able to collect the data, REP is available for remote coordination at $145/hour. 73 $ 11,680 1.4 Instream Permit Applications Includes permit applications for work below the ordinary high water line Deliverables indude permit applications to the Iowa DNR Fisheries, Floodplains, and Natural Lands in addition to US Army Corps of Engineers 404 permit application.
