HomeMy WebLinkAboutAecom Tecnical Services-1/12/2015A=COM AECOM 319-232-6531 tel 501 Sycamore Street 319-232-0271 fax Suite 222 Waterloo, Iowa 50703 www.aecom.com CITY OF WATERLOO WATERLOO EASTON WPCF BELT PRESS ADDITION SUPPLEMENTAL AGREEMENT NO. 2 WHEREAS, a Professional Service Agreement was entered into by the City of Waterloo (Client), 715 Mulberry Street, Waterloo, Iowa, and AECOM Technical Services, Inc. (ATS), 501 Sycamore Street, Suite 222, Waterloo, Iowa, dated April 24, 2013, for design and bidding services for the addition of a belt press and related equipment at the Easton Water Pollution Control Facility (WPCF); and WHEREAS, the Client and ATS entered into Supplemental Agreement No. 1 on November 26, 2013, to include additional engineering services; and WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 2 for construction -related services. NOW THEREFORE, it is mutually agreed to amend the original Professional Service Agreement as follows: I. PROJECT DESCRIPTION The project consists of construction -related services described herein provided by ATS for the Client. The project is for construction of the Belt Filter Press Addition at the Client's WPCF to be shown and described in bidding documents that were previously prepared by ATS. The Scope of Services is based on construction of the third belt filter press, controls, HVAC, piping and associated site work at the WPCF. For purposes of this Scope of Services, we have anticipated that the project duration will be 12 months from Notice to Proceed to contractor final completion. II. SCOPE OF SERVICES The Scope of Services will encompass and include services, materials, equipment, personnel and supplies necessary to provide construction staking, field review, materials testing, shop drawing review and contract administration during the construction phase for the project defined above. The Scope of Services is further defined as follows: Task 1. Assign a project manager who will coordinate project activities and will be the principal liaison between the Client, ATS and regulatory agencies. Task 2. Assist the Client in assembling the contract documents for execution by the Contractor and the Client. Task 3. Conduct a preconstruction conference with representatives of the Contractor, Client, ATS and affected utilities. A=COM Page 2 Task 4. Provide horizontal and vertical control for the project including: 4.1 Bench mark and base line. 4.2 Critical locations for process piping and paving. Task 5. Review shop drawings and other submittals as required of the Contractor by the contract documents for conformance with the design concept of the project and compliance with the information given in the contract documents. Task 6. Answer design interpretation questions from the Client, Contractor, review staff and appropriate agencies. Task 7. Process monthly applications for payment submitted by the Contractor and forward to the Client for execution with recommendations for approval and payment. Task 8. Witness/provide, where applicable, field testing of the facilities furnished under the contract to assist in determining conformance with the contract documents. Task 9. Visit the construction site by design personnel at appropriate stages of construction to review the quality of the work and to determine, in general, whether the work conforms to the contract documents. Task 10. Assist the Client and Contractor in preparing and processing contract change orders. Task 11. Provide periodic field observation during construction to review the work of the Contractor to determine if the work is proceeding in general accordance with the contract documents and that completed work appears to conform to the contract documents. Periodic field observation staff shall consist of a field representative for approximately 500 hours of service. Staffing requirements may be adjusted during the project in relation to the level of construction activity. Task 12. Report to the Client any work believed to be unsatisfactory, faulty or defective or does not conform to the contract documents, and advise Client of any work that should be corrected or rejected. Task 13. Consider and evaluate Contractor's suggestions for modifications and report them with recommendations to the Client. Task 14. Maintain files for correspondence, reports of the job conferences, shop drawings and sample submissions, reproductions of original contract documents including addenda, change orders, field modifications, additional drawings issued subsequent to the execution of the contract, Engineer clarifications and interpretations of the contract documents, progress reports and other project -related documents. Task 15. Compile Equipment Manufacturer's and Vendors Operation & Maintenance (O&M) material from Contractor and distribute two sets of O&M manuals to the Client at the completion of the project. Task 16. Coordinate and attend one -day training and start-up sessions by Contractor and equipment manufacturer(s) to orient Client's operating personnel in operation of the facilities. Task 17. Participate in a review of the project with the Client and review staff near project completion and prepare a list of items to be completed or corrected. A=COM Page 3 Task 18. Participate in a field observation of the completed project with the Client and review staff before a final application for payment is processed for the Contractor. Task 19. Provide the Client with a copy of revised drawings of the constructions plans for the project based on the construction observation records of the review staff and Contractor showing those changes made during construction considered significant. Task 20. Assist the Client with the final close-out documentation from the Contractor. III. COMPENSATION Compensation for the Services shall be on an hourly basis in accordance with the hourly fees and other direct expenses in effect at the time the services are performed. Total compensation is an estimated fee of One Hundred Seventy -Five Thousand Dollars ($175,000.00). IV. In all other aspects, the obligations of the Client and ATS shall remain as specified in the Professional Services Agreement dated April 24, 2013.
