Subject: Proposal for Engineering Services
Storm Water Pollution Prevention Plans
Dear Mr. Schuppert:
This letter is a proposal for engineering services between Watersmith Engineering and City of
Waterloo for preparation of a Spill Prevention, Control, and Countermeasure (SPCC) plan for the
the Glenwood Avenue Public Works Facility. The project is required in order to meet EPA
regulations for the facility since it stores more than 1,320 gallons of oil products in containers 55
gallons and larger.
The following describes the scope of services that will be provided under this agreement:
• Review information and data provided by City of Waterloo.
• Perform site assessment and staff interviews to gather information required to complete
a Tier 1 SPCC plan for the facility. A Tier 1 SPCC plan is required for facilities that store
more than 1,320 gallons and less than 10,000 gallons of oil products.
• Prepare a SPCC facility drawing.
• Prepare the SPCC plan as a supplemental section within the Storm Water Pollution
Prevention Plan.
• Provide PDF, Excel, and/or Word forms to be completed by City staff to maintain
compliance, such as site inspection forms, material inventory sheets, and/or spill
reporting documents. Forms will be based wherever possible on existing guide
documents provided by DNR or the Environmental Protection Agency (EPA).
• Provide recommendations for additional best management practices or controls, which
may be needed for adequate pollution prevention and control.
• Conduct review meeting at end of project to review the plan and describe on-going
maintenance and monitoring requirements.
• SPCC plan does not include planned fueling facility on the east side of the Public Works
Facility.

The following items are the responsibility of City of Waterloo:
• Provide record drawings of the Public Works Facility plumbing plans.
• Provide inventory of oil storage tanks, drums, mobile fueling vehicles, and oil -filled
operational equipment.
• Provide list of reportable oil spills and leaks (if any) that have occurred at the site within
the past three years.
• Provide inspections and tests for oil tanks and piping required by the SPCC plan.
• Install secondary containment systems or other improvements required by the SPCC plan.
• Provide employee training and on-going site inspections required by the SPCC plan.
• Provide commitment of manpower and resources and other certifications required by the
SPCC plan.
The following are additional services that can be provided by Watersmith Engineering if selected
for additional compensation:
• Development, design and permitting of recommended best management practices or
controls.
• Sampling, testing, and inspections required for SPCC compliance.
• Training of City staff beyond final review meeting at end of project, described above.
The proposed engineering services will be provided according to the following schedule, based
on receiving a signed agreement:
• Conduct site visit and interviews: within 4 weeks of signed agreement and receipt of
record drawings from City.
• Provide list of required improvements for SPCC: within 2 weeks of site visit.
• Submit draft SPCC to City for review: within 4 weeks of site visit and interviews.
• Submit final SPCC within SWPPP to City: within 4 weeks of installation of improvements
by City and resolution of City comments on Draft SPCC plan.
• Conduct final meetings with City staff: within 3 weeks of final submission, or as dictated
by City staff availability.

The proposed engineering services will be provided in consideration of the following proposed
fee:
Lump Sum Fee
$3,500.00
Watersmith Engineering will submit monthly invoices based on percent completed during the
previous month. Payment of invoices is due within 30 days.
