SUBJECT:
Resolution approving Agreement with Iowa Department of Transportation for
use of city streets to detour Highway 218 traffic using IA 21 to E. San Marnan
Drive to I380/218 from mid-August to mid-September, 2015 in conjunction with
the Highway 218 Resurfacing Project from north of Marigold Drive to I380; and
authorize Mayor to execute said document.

Summary Statement:
This agreement is for the use of a city street to implement a detour needed for the
contractors work on Loop Ramp F (EB US 20 to NB US 218) at the I-380/US
20/US 218 interchange for the above -referenced project. It is estimated that
Loop Ramp F will need to be closed for night time construction from August 15,
2015 to September 15, 2015. The portion of the detour using city street will
commence at the junction of IA Hwy 21 (Hawkeye Rd.) and E. San Marnan
Drive, thence easterly 1.72 miles on E. San Marnan Drive to US 218. The City
will be compensated based on the gas tax method of detour reimbursement. The
- estimated compensation is $58.78.

AGREEMENT FOR DOT -INITIATED DETOUR OF PRIMARY HIGHWAYS ONTO LOCAL ROADS
This Agreement Is entered Into by and between the Iowa Department of Transportation, hereinafter known as the Department; and the
City of Waterloo . hereinafter known as the Local Public Aoencv (LP1.
WHEREAS, the Department has determined the necessity to temporarily close primary highway
from at the 1-380/U.S. 20/U.S, 218 interchange to
for the purpose of construction, reconstruction, maintenance, natural disasters, or other emergencies; and
WHEREAS, It is necessary to provide a detour for the primary highway closure period; and
WHEREAS, the LPA agrees to permit the use of its roads as a detour, more particularly described as follows:
From to 21 thence north 0.16 mile on Hawkoye Road to San Marnan .Drive, thence easterly1.72 miles on San Marnan Drive to U.S. 218

WHEREAS, Authorized representatives of both the Department and the LPA shall Jointly execute and sign a written report concerning the condihlon of the
proposed detour, after Jointly inspecting said road, the subject of the proposed detour, said report to be in sufficient detail as to reasonably reflect the
condition of the roadway base, surface, shoulders and bridges; and
WHEREAS, the. Department will review, and Inspect when necessary, the bridges on the detour route and determine the maximum vehicle
weight (up to 156,000 pounds) that can be safely carried on these bridges and submit this information to the LPA for its review. The LPmay
choose to restrict detour traffic to only vehicles of legal weight or size. If the LPA allows oversize or overweight loads, it shall notify the}
Department in writing. The Department shall approve the routing of overweight vehicles on the detour route, up to the limits specified b the
LPA; and
WHEREAS, the Department agrees to perform the following pre -detour maintenance, if any:

WHEREAS, the Department agrees to maintain the detour and provide alt traffic control devices required by the Manual of Uniform Traffic Cont
Devices (MUTCD), as adopted by the Department pursuant to 761 IAC 130, including the marking of no -passing zones during the period the lo

WHEREAS, Prior to revocation of the detour, the Department shalt restore the local agency road to as nearly as possible as good condition as
prior to its designation as a temporary primary road, or adequately compensate the local agency for excessive traffic upon thelocal agency roa
