The City of Waterloo, Iowa (City) retained HR Green, Inc. (HR Green) to conduct a Phase I
Environmental Site Assessment (ESA) at the vacant former Wonder Bread facility located at 301-
305 and 325 Commercial Street on December 29, 2014 for the amount of $3,100. HR Green
provided the City with a final electronic copy of the report on February 3, 2015.
HR Green encountered several unanticipated expenses during the preparation of the report. These
included the following:
® Costs associated with completing an additional site visit.
o HR Green conducted a follow-up site visit on January 15, 2015 to further identify and
clarify potential RECs raised by the site manager during the initial interview. Both
the City and site manager provided HR Green with information following the first site
visit (January 13, 2015) which required follow-up investigation. This included
receiving a comprehensive listing of all of the facility's on-site equipment, machinery,
and tools, and answers to several questions directed to the site manager regarding
on-site use of a parts washer and the location of two potential unregistered tanks.
HR Green was able to eliminate one REC and get further clarification on a second
REC with the referenced work.
TOTAL COST: $500
o Costs associated with reviewing environmental investigations previously unknown to HR
Green.
o HR Green received several reports related to the site from the property owner on
January 26, 2015. These included a Phase I Environment Site Assessment and
numerous due diligence documents associated with two diesel tanks filled in place in
1990, monitoring well closure information from 2004, and hydraulic lift removal
information from 2007. HR Green noted deficiencies in the referenced Phase I ESA
report including the omission of an on-site service station and dry cleaner. Previous
conversations with city staff and the site manager did not reveal any knowledge of
these investigations.

• Costs associated with attempting to locate and review previously -completed environmental
investigations disclosed to HR Green staff during the preparation of the report. This
included searching the Iowa Department of Natural Resources (IDNR) Contaminated Sites
database to locate copies of the following reports:
o Terracon Consultants, Inc., Phase I Area -Wide Environmental Site Assessment,
Base Area West MuIlan Avenue to West Park Avenue, Bluff Street to Cedar River,
Waterloo, Black Hawk County, Iowa, April 1, 2002.
o Terracon Consultants, Inc., Limited Site Investigation Report, Cedar Valley Art Mall
Phase 2, Waterloo, Black Hawk County, Iowa, April 1, 2005.
o HR Green attempted to locate a Phase II ESA competed in the adjoining right-of-way
downgradient of several recognized environmental conditions (RECs) identified
during the preparation of the current Phase I ESA report using available online
databases (IDNR Contaminated Sites Database and IDNR Facilities Explorer). City
staff indicated it occurred in the early 2000s. HR Green could not find evidence of
the report.
