Amendment Effective Date: December 31, 2014
The Iowa Economic Development Authority (IEDA) hereby amends the above referenced Community
Development Block Grant (CDBG) Program contract by:
• Awarding one Multi -Family Round 6 award for:
o Grand Crossing, 68 total units with 36 LMI units, award for $3,000,000 in project costs and
$650,000 of injected storm water management funds;
• adding General Administration Activity 181 award of $61,224;
• clawing back $70,273 of unused founds from Activity 871, no performance targets reduced at this
time as those were reconciled in an early amendment;
• clawing back $10,195 of unused founds from Activity 872, no performance targets reduced at this
time as those were reconciled in an early amendment;
• extending the contract end date to March 15, 2016;
The contract by and between the Iowa Economic Development Authority ("Department or IEDA") and City of
Waterloo ("Recipient") is amended as of the date shown above as follows:
AMEND each Article in the Contract that refers to "Attachment A, Program Description and Budget" to
"Attachment A, Program Description and Budget, as amended."
AMEND AWARD AMOUNT from $1,663,263 to $5,294,019.
AMEND Contract End Date to: March 15, 2016.
Except as otherwise revised above, the terms, provisions, and conditions of the Contract remain unchanged and
are in full force and effect.

We were waiting for the return of the original signed copies of Contract 08-DRH-211, Amendment No 18 — dated Dec.
31, 2014 from the State of Iowa that was approved by the Council on March 30, 2015. I am wondering if these signed
originals were distributed to your office instead of ours? IEDA indicated the signed documents were mailed back on
4/7/15. Would you check at your convenience.
