SUBJECT: Resolution -to approve and authorize Mayor Clark to sign a Memorandum of
Understanding with INRCOG for grant writing services related to a State of Iowa REAP grant
application requesting up to $200,000 for improvements to Sherwood Park Recreation Area

Summary Statement: A copy of the MOU is available for review in the City Clerk's Office.
This project will involve improvements to the City portion of Sherwood Park Recreation Area. A
picnic shelter, soft trail along the Cedar River, and parking area would be included.
Expenditure Required: not to exceed $2,000.

Background Information: The City of Waterloo Leisure Services Commission has a master plan
to improve the area of Sherwood Park vacated due to FEMA flood buyouts. We will be requesting
REAP funds to improve the area.

RE: Waterloo REAP Application
Enclosed is a Memorandum of Understanding (MOU) for INRCOG to prepare a
Resource Enhancement and Protection (REAP) application for the City of Waterloo.
The REAP program is administered by the Iowa Department of Natural Resources
(DNR) and will cover 100 percent of eligible project costs up to $200,000.
Applications are due to the Iowa DNR no later than August 15. To that end, we ask
that this MOU be placed on the next regularly scheduled City Council meeting. We
also ask that the application be placed on the agenda. The signature page of the
application has been enclosed as well.

GRANT APPLICATION
MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is between the City of Waterloo, Iowa hereinafter
referred to as City, and the Iowa Northland Regional Council of Governments hereinafter
referred to as INRCOG.
WHEREAS, the City wishes to engage INRCOG's grant writing services for the following project:
Type of Grant: REAP
Project Description: Sherwood Park Improvements
INRCOG will not charge the City in advance for grant preparation services; however, in the
event that REAP funding is awarded to the City for this project, INRCOG will submit a grant
preparation invoice in the amount of one and one-half percent (minimum $1,000.00) of the
funds awarded, to be paid by the City from local funds.
IN WITNESS WHEREOF, INRCOG and the City of Waterloo have executed this Memorandum of

Upon signing in the space provided below, the applicant agrees to conform with the requirements in the following two paragraphs

color, national origin, age, or handicap be excluded from participation in, be denied the benefits of, or otherwise
subjected to discrimination under any program or activity for which the Applicant -Recipient receives grant funds or other
assistance from the Iowa Department of Natural Resources and hereby gives assurance that it will immediately take any
measures to effectuate this agreement.
