Recommended City Council Action: Approve Contract, Bonds, and Certificates of Insurance
with Modern Builders, Inc., Janesville, Iowa in the amount of $66,350.00 in conjunction with the
Replace Bi -Fold Door, Hangar #2 project at Waterloo Regional Airport; and to authorize Mayor to
execute said documents.

Background Information: The City Council approved an IDOT grant in fiscal year 2014 between
City of Waterloo, through Waterloo Regional Airport, and IDOT in the amount of $102,785 for
funding airport improvements, including this project. We advertised and held a public hearing on
July 3, 2014. The sole bid was from Modern Builders, Inc., Janesville, Iowa.

Dear Mr. Wilson:
We have reviewed the one (1) bid received on July 3, 2014, for the above-mentioned project for the
Waterloo Regional Airport. This bid from Modern Builders, Inc. is attached and is 201.1 percent of the
engineer's estimate. We contacted the door manufacturer and they informed us that the price of the
door for this project went up significantly after our initial estimate was created. This is the reason for
the Targe discrepancy in bid price versus the engineer's estimate. We originally notified 10 contractors
regarding this project but only one chose to submit a bid for this work. We recommend awarding the
project to Modem Builders, Inc. of Janesville, Iowa in the amount of $66,350.00. The funding for this
project is included in 2014 CSVI Grant No. 15281.
