Summary Statement: The IDNR permit the city maintains for its storm sewer system requires the implementation of a pollution prevention and good housekeeping program for city owned facilities. As part of this program, pollution prevention plans are to be developed for these facilities which detail spill response and prevention practices which will be employed to prevent stormwater contamination. These plans will be used as a reference in developing plans for other city facilities. WATERSMITH ENGINEERING 808 Wilson Ave SW Cedar Rapids, IA 52404 319.540.8031 Mr. Phil Schuppert City of Waterloo 715 Mulberry Street Waterloo, IA 50703 July 11, 2014 Subject: Proposal for Engineering Services Storm Water Pollution Prevention Plans Dear Mr. Schuppert: This letter is a proposal for engineering services between Watersmith Engineering and City of Waterloo for preparation of two site Storm Water Pollution Prevention Plans (SWPPP). The plans will cover the Easton Avenue Waste Water Treatment Plan and the Glenwood Avenue Public Works Facility. The project is required to meet the City's National Pollutant Discharge Elimination System (NPDES) permit requirements. The following describes the scope of services that will be provided under this agreement: • Review information and data provided by City of Waterloo. • Perform site assessments and staff interviews to gather information required to complete the SWPPP. • Prepare SWPPP narrative that meets the requirements of Department of Natural Resources (DNR) NPDES General Permit No. 1. • Prepare a SWPPP site map for each facility meeting the requirements of DNR NPDES General Permit No. 1 Summary Guidance Document, including stormwater intakes and tributary or "spill zone" areas. • Provide PDF, Excel, and/or Word forms to be completed by City staff to maintain compliance, such as site inspection forms, material inventory sheets, and/or spill reporting documents. Forms will be based wherever possible on existing guide documents provided by DNR or the Environmental Protection Agency (EPA). • Provide recommendations for additional best management practices or controls, which may be needed for adequate pollution prevention and control. • Provide guidance as to additional regulatory requirements from RCRA or SPCC coverage that apply to storm water discharge. This item does not include preparation of a RCRA hazardous waste plan or SPCC facility response plan. WA ERSMITH ENGINEERING • Provide up to three hard copies of the SWPPP in 3 -ring binder format to facilitiate on- going updates of the SWPPP. Provide 1 PDF file and native (Microsoft Word) files for future updates. • Provide text of public notices to be published by City in local newspapers. • Conduct review meeting at end of project to review the plan and describe on-going maintenance and monitoring requirements. The following items are the responsibility of City of Waterloo: • Provide paper, PDF, or CAD versions of WWTP and Public Works site plans, if available. Identify known storm sewer intakes, pipes, and outfall locations. • Provide list of SARA Title III chemicals that are stored on-site at each location, including storage location and areas where chemicals are handled, transferred, and applied. • Provide list of chemical spills and leaks that have occurred at either site within the past three years. • Publish public notices required for NPDES in local newspapers and provide proof -of - publication. • Pay DNR application fee, City signatures on application, and submit application to DNR. • Provide employee training and on-going site inspections required by the SWPPP. The following are additional services that can be provided by Watersmith Engineering if selected for additional compensation: • Development, design and permitting of recommended best management practices or controls. • Sampling, testing, and inspections required for NPDES permit monitoring. • Preparation of SWPPP related to City-wide operation and maintenance of streets and sewers. • Training of City staff beyond final review meeting at end of project, described above. The proposed engineering services will be provided according to the following schedule, based on receiving a signed agreement: • Conduct site visit and interviews: within 4 weeks of signed agreement and receipt of available background information from City. • Submit draft SWPPP and site maps to City for review: within 6 weeks of final site visit and interviews. • Submit final SWPPP and site maps to City: within 2 weeks of resolution of City comments. • Conduct final meetings with City staff: within 3 weeks of final submission, or as dictated by City staff availability. Page 2 of 3 WATERS!IITH ENGINEERING The proposed engineering services will be provided in consideration of the following proposed fee: Lump Sum Fee $6,800.00 Watersmith Engineering will submit monthly invoices based on percent completed during the previous month.
