Recommended City Council Action: Approval of agreement with AECOM of Waterloo, Iowa in
the amount of $16,300 for engineering services related to tree removal at Waterloo Regional
Airport.

Source of Funds: $14,670 (90%) from FAA Grant; $1,630 (10%) from PFC Program.

Background Information: Waterloo Regional Airport is receiving a grant from FAA which
includes the removal of trees in the approach surfaces to Runway 12 and Runway 18 and the
transitional surface to Runway 18-36. The scope of work for engineering services includes data
collection, alternative analysis, agency coordination, CATEX preparation, and project
administration. This contract has been reviewed and approved by FAA and is funded with a FAA
Grant and PFC program.

Compensation
Compensation for Services for this project shall be a cost plus fixed fee not to exceed Sixteen
Thousand Three Hundred Dollars ($16,300.00). See attachment and incorporated herein.
General Conditions
Except as specifically amended by this Individual Project Agreement, Services shall be provided in
accordance with the Consultant Services Agreement for the Waterloo Regional Airport, entered
between AECOM Technical Services, Inc. ("ATS") and the City of Waterloo ("Client") dated April 15,
2014.

I. Project Description
The project is described as preparation of documentation for a CATEX for tree removal in
the approach surfaces to Runway 12 and Runway 18 and the transitional surface to
Runway 18-36 at the Waterloo Regional Airport. The CATEX will be prepared in
accordance with the requirements of the Federal Aviation Administration (FAA) ARP SOP
5.0, Standard Operation Procedure for CATEX Determinations.
II. Scope of Services
The work to be performed by the Consultant includes the following tasks:
1. Data Collection. This task consists of the collection of data via desktop methods.
Data to be collected includes, but is not limited to the following: land use,
community and regional land -use plans, wetlands, water resources, floodplains,
regulated materials sites, wildlife habitat, environmental justice, threatened and
endangered species, utilities and socio-economic data. This data will be analyzed
as it relates to the potential for impacts due to the on-site tree removal.
2. Alternative Analysis. This task consists of analyzing alternatives to tree clearing as
required by NEPA.
3. Agency Coordination. This task consists of contacting state and federal agencies
about the project area and expected impacts. Personal contact may be necessary
as a follow-up, depending on the magnitude of the impacts/concerns related to a
given agency. Agencies to be contacted include, but are not limited to the
following: US Department of Interior, US Army Corps of Engineers, Iowa
Department of Natural Resources and State Historic Preservation Office. A
summary memo of letters and maps mailed out, comment letters received, and a
summary of those comments will be prepared and given to the Waterloo Regional
Airport for their files.
4. CATEX Preparation. This task consists of the preparation of a CATEX in
accordance with Federal Aviation Administration ARP SOP 5.00 requirements. The
impacts in the CATEX will be determined as part of the process and through data
collection and analysis conducted in the tasks above. This task includes two
rounds of review by the FAA before it is finalized for signature. If any threatened or
endangered species surveys are required, this would be considered extra work and
performed as a supplement to this Agreement.
5. Proiect Administration. This task consists of the quality review of work elements on
the project. During the course of this project, quality reviews will be conducted by
senior technical personnel not directly involved in the project.
