(ATS), of Waterloo, Iowa, dated January 28, 2013, for slope protection repairs at the west end of the Fourth Street Bridge, in addition to riverwall repairs for approximately 95 feet of length below the west end of the bridge; and WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 1 to investigate the rehabilitation of the 4th Street Walkway Canopy Bridge over the Cedar River and prepare a conceptual design report. NOW THEREFORE, it is mutually agreed to amend the original Professional Service Agreement as follows: 1. PROJECT DESCRIPTION The project is described as investigation and rehabilitation of the 4th Street Walkway Canopy Bridge over the Cedar River. II. SCOPE OF SERVICES The Scope of Services will encompass and include all detailed work, services, materials, equipment, personnel and supplies necessary to provide structural investigation, preliminary evaluation and design of alternatives for rehabilitation, painting, development of cost estimates, meetings and the preparation of a conceptual design report for the project. The Scope of Services for the project is further defined below: Task 1 - Rehabilitation to Fourth Street Walkway Canopy Bridge. The 4th Street Walkway Canopy Bridge was designed in 1975 and constructed in 1976. The side windows of the canopy have since been removed. In 1998 the 4th Street Bridge, including the canopy frame, was repainted. Based on the as -built notes from this set of plans, the canopy frames were not blasted to bare metal prior to painting. Additionally, there is a note regarding overspray paint problems and that additional containment will be necessary on future contracts involving painting. Over the past 37 years, the steel has deteriorated and the entire canopy is in need of repairs, as well as repainting. The rehabilitation of the canopy is required in order for this walkway to continue as a gateway link between each side of the Cedar River. Ritland and Kuiper Landscape Architects will assist in developing enhancements for the bridge, including the proposed color for the bridge, and lighting recommendations. The following tasks represent the investigation of the existing canopy and preparation of a conceptual design report identifying recommendations for rehabilitation. a. Field investigation of the existing canopy to determine condition and extent of deterioration in the canopy frame members and to determine condition and extent of deterioration of the concrete walls below the canopy frames. The field investigation will also review the condition of the existing canopy lighting. A_COM Page 2 b. Collect representative paint chips from the canopy frame and have them tested for presence of the eight priority metals (arsenic, barium, cadmium, chromium, lead, mercury, selenium, silver). Collect concrete samples from the walkway wall sections and have them tested for the presence of deicing material content. c. Evaluate replacement of the pedestrian lighting system and the addition of a decorative accent lighting system as replacements for the existing canopy lighting system. d. Evaluate locations and potential use of planters associated with the canopy. e. Coordinate with Main Street Waterloo to determine new paint color for interior and exterior of canopy. Additional potential enhancements to the bridge, including decorative lighting and the use of planters, will also be reviewed with Main Street Waterloo. f. Prepare cost estimates for repairs, lighting alternates, enhancements and repainting of the walkway canopy. The cost estimates will include removal and replacement of the window panels. Task 2 - Conceptual Design Report. Provide a conceptual design report identifying the field investigation, testing program, lighting alternatives, proposed repairs, paint color, and other enhancements and provide recommendations for the repair, upgrade and repainting of the existing walkway canopy. Task 3 - Project Administration and Meetings. This task includes project administration, coordination and meetings throughout the project development. This task also includes meetings with City staff and Main Street Waterloo, in addition to general project administration. We anticipate a total of six (6) project meetings. The following identifies tasks leading to the completion of project administration, meetings and coordination during the design phase of the project. a. Project Meetings b. COMPENSATION Compensation for the Services shall be on an hourly basis in accordance with the hourly fees and other direct expenses in effect at the time the services are performed. Total compensation is an estimated fee of Thirty -Five Thousand Five Hundred Dollars ($35,500.00) and shall be segregated from the fees estimated for Part VI of the original agreement. IV. In all other aspects, the obligations of the Client and ATS shall remain as specified in the Professional Services Agreement dated January 28, 2013.
