GENERAL PROVISIONS:
1. Funds granted by the Black Hawk County Gaming Association shall be used by the grantee within 12
months of the official public announcement, unless otherwise specified or agreed to at the time of the
grant award, or by subsequent action of the Black Hawk County Gaming Association. Projects must be
started and completed on time and completed as presented. Failure to do so may be cause for the Board
to suspend future payments and demand refund of payments rendered. A request for an extension must
be submitted to the Black Hawk County Gaming Association in writing prior to the expiration date
specifying valid reasons.
2. This award is to be used exclusively for the purposes specified in the grant, which may represent all,
or any of the projects(s) specified in the grant application. It is further agreed that should the grant
ro°ect be altered subse • uent to the award includin • but not limited to content descri ' tion total
project cost or percentage the award amount represents of the total cost, the grantee shall promptly
notify the Black Hawk County Gaming Association. The Board may change the award amount depending
upon the circumstances presented.
3. The Grantee will acknowledge the contribution of Black Hawk County Gaming Association to the
program or project wherever and whenever appropriate. This will include, but not be limited to news
releases, construction signage, plaques for project sites, decals, brochure or programs, etc. (For example:
This program project made possible by funds contributed by the Black Hawk County Gaming Association).

4. The grantee shall be a public entity or 5o1C3 tax exempt entity at the time of the award.
The grant may be subject to special conditions listed below:

The following special conditions are required in order to receive payment and shall become part of this
agreement:

billing must be submitted to Black Hawk County Gaming Association within 6o days of the completion of
the 12 month grant period or sooner if the grant funds have been spent. Please send requests for payment
which must include vendor invoice(s) or contract(s) signed by both parties to:

PAYMENT OF GRANT AWARD:
To receive payment, documentation of the expenditure of the funds, acceptable to Black Hawk County
Gaming Association must be submitted. If the grant is for capital or other purchased services, invoices or
signed accepted bids/contracts, acceptable to Black Hawk County Gaming Association must be submitted
to obtain payment. If the grant covers consultant and or/contracted services, submit a statement,
acceptable to Black Hawk County Gaming Association, verifying that the services were provided and
itemize the expense incurred. The billing must be signed by an authorized agent of the organization and
contain the grant number listed above.

Black Hawk Gaming Commission
Build Our Ballpark
April 1, 2013
Introduction: Please consider this communication as the City of Waterloo's Letter of Intent to
seek funding for the final phase of Build Our Ballpark. Since 2008, when Bob Hellman, a local
businessman saw the need to renovate local ball diamonds, Build Our Ballpark has developed 3
brand new fields and restored 12 badly neglected fields in Waterloo. That is a total of 15 fields
that provide countless teachable moments, opportunities for fun, and a source of pride for the
community.
Mission Statement: Build Our Ballpark's mission is to improve the lives of underprivileged kids
in largely low-income neighborhoods by providing the opportunity to play baseball and softball,
which through teamwork, strengthens character, builds pride and teaches skills for life. We do
this by helping ensure they have a quality place to play by providing assistance and rallying the
support needed to build new ballparks and/or improve existing ballparks
Vision for Waterloo Ball Fields: Build Our Ballpark shares our vision that the City of Waterloo
becomes the premier location for boys and girls softball/baseball in the state. This idea was
launched at Hellman Field, near where Bob grew up as a young boy on Waterloo's east
side. That project was followed by 3 more fields at Tibbitts and Danes and 8 fields at Riverfront
Sports Park. These ballpark renovations have improved the quality of life in many
neighborhoods, bridged communities, attracted tournament revenue, restored pride, and gave
our recreational areas a badly needed face-lift that helps attract new business and new
residents to the Cedar Valley.
Why Build Our Ballpark: Build Our Ballpark ensures that youth have a quality place to play by
providing assistance and rallying the support needed to build new ballparks and/or improve
existing ballparks. Building ballparks provides neighborhoods with pride. Ballparks bring people
together and provide a recognizable landmark for a neighborhood. Playing ball teaches kids
critical life skills and improves their self-esteem. it allows kids an opportunity to interact with
others, to listen, to work together, and support each other win or lose. Additionally, there are
countless stories about coaches impacting the lives of the kids who are playing ball. Mothers of
some kids who live in a home without a father present expressed gratitude for having the coach
serve as a role model.
Request: Now, we seek to finish the work at each of the major sites, ensuring that hundreds of
youth will be have the opportunity to play on the best facilities in the state. The final scope of
work includes:

Build Our Ballpark has a stellar reputation in terms of ability to leverage funding. In
partnership, the Mayor and City Council have invested bond proceeds with Build Our Ballpark
for multiple years and is likely to do so this spring in the amount of $50,000. Regular
fundraising efforts including organizational and individual support is expected to raise an
additional $10,000.

Project Timeline: Given favorable weather conditions, these projects will be let and completed
by spring 2014
Summation: Waterloo is becoming the destination location for many top -rate tournaments. In
addition to regular play sponsored by Waterloo Leisure Service in 2012, we hosted the College
Softball Exposure Classic and a Labor Day Fast Pitch tournament. Since the launch of Build our
Ballpark, we have seen an increase of over 2596 in participation at our fields. We have 7
tournaments currently booked for 2013 and more calls are coming weekly. Our largest
tournament will include over 40 teams from 4 different states and Canada.
