Recommended City Council Action:
It is recommended that the Council approve this Supplemental Agreement No. 2 with AECOM
Technical Services, Inc. and authorize the Mayor to sign and enter into said agreement.
Summary Statement:
This agreement includes professional services during the construction phase pertaining to the
slope protection repairs and riverwall repairs. Services will include construction staking, review of
shop drawings, inspection and documentation, materials testing, plan interpretation, coordination
meetings, project finalization and record drawings. Compensation for the services will be on an
hourly basis with actual costs for a maximum estimated amount of $24,600 and has been reviewed
by staff and it is recommended for approval by the City Council.

4TH STREET BRIDGE AND WALL REPAIRS
SUPPLEMENTAL AGREEMENT NO. 2
WHEREAS, a Professional Service Agreement was entered into by City of Waterloo (Client), and
AECOM Technical Services, Inc. (ATS), of Waterloo, Iowa, dated January 28, 2013, for slope protection
repairs at the west end of the Fourth Street Bridge, in addition to riverwall repairs for approximately 95
feet of length below the west end of the bridge; and
WHERAS, the Client and ATS entered into Supplemental Agreement No. 1, dated August 13, 2013, to
investigate the rehabilitation of the 4th Street Walkway Canopy Bridge over the Cedar River and prepare
a conceptual design report; and
WHEREAS, the Client and ATS desire to enter into Supplemental Agreement No. 2 to provide
engineering services during the construction phase of the 4th Street Bridge and Wall Repair project.
NOW THEREFORE, it is mutually agreed to amend the original Professional Service Agreement as
follows:
I. PROJECT DESCRIPTION
The project consists of the removal and reconstruction of the riverwall and slope protection
under the west end of the 4th Street Bridge, including riverwall repairs for approximately 95 feet
of length below the west end of the bridge.
II. SCOPE OF SERVICES
The Scope of Services will encompass and include services, materials, equipment, personnel
and supplies necessary to provide construction staking, field review, materials testing and
contract administration during the construction phase for the project defined above. The Scope
of Services is further defined as follows:
Task 1. Conduct a preconstruction conference attended by representatives of the Contractor,
Client, Consultant and affected utilities.
Task 2. Provide construction -staking for horizontal and vertical controls for the project as
follows:
a. Set Project Control
b. Mark Removals
c. Set Stakes for Horizontal and Vertical Location of Structures
d. Set Stakes for Pavement Replacement
Task 3. Review shop drawings and other submittals as required of the Contractor by the
contract documents for conformance with the design concept of the project and compliance
with the information given in the contract documents.
Task 4. Answer design interpretation questions from the Client, Contractor, review staff and
appropriate agencies.

Task 5. Prepare bi-weekly applications for payment based on information provided by field
review staff and Contractor and forward to the Client for execution with recommendation for
approval and payment.
Task 6. Perform construction site visits by design personnel at appropriate stages of
construction to review the quality of the work and to determine whether the work conforms to
the contract documents.
Task 7. Prepare and assist the Client and Contractor in processing contract change orders.
Task 8. Provide periodic field observation during construction to review the work of the
Contractor to determine if the work is proceeding in general accordance with the contract
documents and that completed work appears to conform to the contract documents. Staffing
requirements may be adjusted during the project in relation to the level of construction activity.
Task 9. Report to the Client any work believed to be unsatisfactory, faulty or defective or does
not conform to the contract documents, and advise the Client of any work that should be
corrected or rejected.
Task 10. Consider and evaluate Contractor's suggestions for modifications and report them
with recommendations to the Client.
Task 11. Participate in a review of the project with the Client and review staff near project
completion and prepare a list of items to be completed or corrected.
Task 12. Participate in a field observation of the completed project with the Client and review
staff before a final application for payment is processed for the Contractor.
Task 13. Maintain files for correspondence, reports of the job conferences, shop drawings and
sample submissions, reproductions of original contract documents including addenda, change
orders, field modifications, additional drawings issued subsequent to the execution of the
contract, Engineer clarifications and interpretations of the contract documents, progress reports
and other project -related documents.
Task 14. Provide the Client with a copy of revised drawings of the construction plans (record
drawings) for the project based on the construction observation records of the field review staff
and the Contractor showing those changes made during construction considered significant.
Task 15. Prepare and assist the Client with the final close-out documentation received from the
Contractor.
III. COMPENSATION
Compensation for the Services shall be on an hourly basis in accordance with the hourly fees
and other direct expenses in effect at the time the services are performed. Total compensation
is an estimated fee of Twenty -Four Thousand Six Hundred Dollars ($24,600.00) and shall be
segregated from the fees estimated for Part VI of the original agreement, and Supplemental
Agreement No. 1.
IV. In all other aspects, the obligations of the Client and ATS shall remain as specified in the
Professional Services Agreement dated January 28, 2013, and subsequent amendments.
