A copy of the Bid Tabulation is attached. The low bidder was J & K Contracting LLC of Ames, Iowa. To follow-up the bidding, we requested that J & K Contracting complete the Statement of Bidder's Qualifications Form from the specifications, which we have also attached. It appears that they are capable of completing the work and have had significant experience in constructing sanitary sewer work in Iowa. In addition to the above, we had discussions with several other Contractors who had looked at the project. We wanted to see if we could determine why there was such a range in the bids. Some of the Contractors were concerned with the directional drilling portions of the work, some were concerned with the dewatering, and there were some concerns about encountering rock. We discussed the project with Mr. Matt Runge of J & K Contracting and believe they will be able to complete the work in accordance with the Plans & Specifications. If we encounter unforeseen conditions, we will deal with them in accordance with the Contract Documents; and they are in agreement with that approach. Based on our discussions and the qualifications of J & K Contracting, we recommend that the No Name Creek Interceptor Sewer be awarded to J & K Contracting LLC of Ames, Iowa, in the amount of $869,679.00. We recommend this action be taken by the Council at their meeting on December 9, 2013. If you have any questions or need additional information in this matter, please let us know. Our project scope totaled approximately $1.5 million. The design engineering firm was Snyder & Associates. Matt Becker (contact information on reference sheet) was the managing engineer for the City of Des Moines. This work consisted of up to 32 foot deep 8" and 12"sanitary trunk line Installation along with tie-ins and service work. This work also included major site dewatering systems. Water main and storm piping for new Improvements were included as well. Alden Wastewater Collection & Rehab: This project was completed fall of 2011 and our scope totaled $1.1 million. The project engineer was Tim Moreau with V&K Engineers and the general contractor was Visu-Sewer. The project consisted of both deep and shallow sanitary point repairs including by-pass pumping and street restoration. This work was coordinated with Visu-Sewer's sanitary sewer relining. Des Moines Court Avenue Pump Station: This project was completed November of 2012 and the project scale totaled approximately $550,000.00. The project engineer was Veenstra & Kimm and the general contractor was Larson & Larson Construction. The project consisted of a pump station construction with associated piping, auger bores and surface restoration. This project was in downtown Des Moines in a highly trafficked and public area. Woodbury County IDOT Sioux City 1-29 Interstate Widening: This project was completed in 2011 and our project portion was approximately $1.5 million. The project design was completed by the Iowa DOT. J&K worked under subcontract to Knife River Construction (paving contractor). Our work consisted of removal and replacement of storm sewer ranging from 15" to 48" in size. Work also includes multiple auger borings & storm sewer jacking, as well as construction of over 100 intakes. Job consists of very tight working area with intricate traffic staging along this busy stretch of 1-29 Interstate. Clive DOT University Boulevard Improvements: This project was completed in fall of 2011 and the project scale totaled approximately $1 million. The project engineer is Jim Hagelie with the City of Clive and the general contractor is Sternquist Construction (contact attached). This project consisted of large diameter 84° storm sewer down to 12" storm sewer through a busy commercial area. Project also included sewer and sewer services, water main and water services and shoring of existing infrastructure. Ankeny Rock Creak Division 3 Lateral Sewer: This project was completed in fall of 2012 and the project scale totaled approximately $2.4 million. The project engineer was Chris Pedersen with Snyder Engineering (contact information on reference sheet). This project consisted of up to 36 foot deep sanitary lateral piping as well as very deep service tie ins and septic abandonments. The general nature of the work was to service an entire community with gravity sewer to replace their existing septic systems. This project was very extensive including major restoration of properties. Council Bluffs South 32nd Street Sanitary Sewer Improvements: This project was completed in fall of 2008. The project size was approximately $500,000.00. Snyder & Associates was the design firm and Jeff Kopocis was the project engineer. The project consisted of by-pass sewer pumping and deep 42" sanitary trunk line installation. Service line installations and tie-ins were also required. Sanitary structures were large rectangular structures with epoxy lining. Work also Included removals of pavement, service line Installations, tie-ins and site restoration. Leon WW Treatment System Improvements: This project was completed In the spring of 2012 and the project scale totaled approximately $1 million. The project engineer was Nathan Casey at MSA and the general contractor was Woodruff Construction. Dave Warren (contact information attached) was the project manager on this project. The project consisted of various sizes of deep sanitary and storm including creek crossings and pump stations. Work also included water main and service work through residential areas. 1307 E. The project engineer was Zach Erickson (contact information on reference sheet) with the City of Des Moines. The general nature of the work consisted of multiple sewer locations around the City of Des Moines, most of which were extensive and within tight constraints. Pella Fountain Hills Development Plat 3 & 4: This project was completed in the fall of 2012 and the project scale totaled approximately $1.25 million. The project engineer was Garden & Associates and the general contractor was Manatt's out of Brooklyn, lowa. The general nature of the work consisted of deep sanitary, storm sewer and water main with related services. This development was one of the largest residential developments in the State of Iowa that took place in 2012. Urbandale Windsor Heights Sanitary District Sanitary Point Repairs: This project was completed in the spring of 2012 and the project scale totaled approximately $800,000.00. The project engineer was Becky Ford with V&K Engineers (contact information on reference sheet). The general nature of the work consisted of sanitary point repairs throughout the City of Urbandale and Windsor Heights which was the first phase of an overall project to reline the existing sanitary sewer system. Des Moines Water Works Water System Improvements: This project was completed in the summer of 2013 and the project scale totaled approximately $500,000.00. The project engineer was Dan Klopfer with Des Moines Water Works. The general nature of the work was to replace the entire water main and service system within three communities in the city of Des Moines. Altoona Prairie Vista Sewer: This protect was completed fall of 2013 and the project scale totaled approximately $500,000.00. The project engineer was Wes Farrand with Snyder & Associates (contact information on reference sheet). The general nature of the work consisted of the installation of a deep sewer trunk line to provide gravity sewer to a development that was on a lift station. Jeremy started in the construction business as an operator/laborer for Horsefield Construction in Epworth, Iowa. He then went to work for Dave Schmidt Construction in Cedar Falls, Iowa while attending Upper Iowa University. In 1995, Jeremy went to work for ACI Mechanical in Ames as a plumber and foreman. After attending Iowa State University, Jeremy joined KRI Company in 1998 where he was trained in project management and performed as the company superintendent. In 2007, he established J&K Contracting. Jeremy is currently a board member for National Utility Contractors of Iowa and is also a standing member of National Federation of Independent Business Owners.
