Sub Area Recreation & Sports Project Description The Shaulis Road Trail is presently a 3.7 mile hard -surfaced off-road trail in southern Waterloo that runs along the north side of Shaulis Road. The proposed project would continue this trail 1.85 miles from Hawkeye Road/Iowa 21 to Isle of Capri Boulevard and continure to run along the north side of Shaulis Road. The proposed design is a 10 -wide, 5" thick portland cement concrete surface with 4" granular base. The trail will be offset several feet from Shaulis Road. The WCF metropolitan trail system is one of the most comprehensive off-road, hard -surfaced trail systems in the state, and arguably one of the best in the Midwest. The metropolitan trail system encompasses over 100 miles of hard - surfaced trails. The Shaulis Road Trail project will serve as the connection of the Sergeant Road Trail to the Cedar Valley Nature Trail - which are both a part of the 6,800 -mile American Discovery Trail system. Upon completion of this connection, this will also form a special 21.2 mile trail loop that incoporates the Shaulis Road Trail, Sergent Road Trail, Cedar Valley Nature Trail and the Downtown Riverwalk. The Shaulis Road Trail project will also provide the much needed connectivity of the metropolitan trail system to southern Waterloo and its destinations such as Isle of Capri Casino, Lost Island Waterpark, KOA Campground, South Hills Public Golf Course and Hawkeye Community College. In 2012, Waterloo was selected as one of the first Blue Zones Project demonstration site communities in the state of Iowa. This project will complement the Blue Zone Project, as is it will provide tremendous opportunity for residents and visitors to exercise and enjoy the great outdoors. Goals and Objectives The goals and objectives of the project are to design, construct and maintain the Shaulis Road Trail Extension- Phase I and would extend the exisintg 10-ft.trail from Hawkeye Road/Iowa 21 to Isle of Capri Boulevard. The existing 3.7 -mile trail parellels the north side of West Shaulis Road , commencing at U.S. 63 and terminating at Hawkeye Road. The proposed 1.85 mile trail extension would be offset form the north edge fo Shaulis road approximately 7 -ft. The City of Waterloo plans to continue working on the eastward expansion of the trail (Phase II) to connect it with the Cedar Valley Nature Trail. The trail extension will provide pedestrians and bicyclists access to existing recreational venues along the Shaulis Road corridor, including the Lost Island Waterpark, KOA Campground, the Isle of Capri Casino, and South Hills public golf course. With an objective of serving southern Waterloo and Black Hawk County, the Shaulis Road Traill will also have an objective to provide the critical missing link in the Waterloo/Cedar Falls metropolitan trail system by connecting the Sergeant Road Trail with the Cedar Valley Nature Trail. Both the SR and CVN trails ar a part of the national 6,800 -mile American Discovery Trail system. Another objective is for the proposed trail to connect to the existing on -road bike route that runs along the east and west sides of Hess Road and serves as a connection to Hawkeye Community College. Nature of Service Trails are in high demand as a recreation option and offer residents or vistors the Offered opportunity to exercise in the form of walking, jogging, bicycling, inline skating and cross- country skiing. Also, continued investment into expanding the Shaulis Road Trail is intregral in promoting bicycling and walking as an alternative to driving. Trails can help conteract sedentary lifestyles, leading to both health and economic benfits for the entire community. The Shaulis Road Trail is a multi -use off-road recreational trail that provides safe accomodation for users of all ages, skill levels and abilities. This provides families with the opportunity to enjoy the recreational experience together while reaping the benifits of improved physical fitness and healthier lifestyles. On January 12, 2004, the city council of the City of Waterloo, Iowa (hereafter, "City") adopted Ordinance No. 4665 and Resolution No. 2004-10, determining that certain areas located within the City are eligible and should be designated as an urban renewal area under Iowa law, and approved and adopted the Logan Avenue Urban Renewal and Redevelopment Plan of the City of Waterloo Iowa (hereafter, the "Plan"). B. On March 24, 2008, the city council adopted Resolution No. 2008-197, in which it was agreed to amend the Plan by extending the property included therein. C. On May 20, 2013 the city council adopted Resolution 2013 -XXX, in which it was agreed to amend the Plan by adding a project to the Plan. D. The City desires to amend the Plan again to include reference to the Development Agreement entered into between the City and KWWL Television, Inc. concerning improvements being made on property included within the Plan. AMENDMENT NOW THEREFORE, Logan Avenue Urban Renewal and Redevelopment Plan, adopted March 24, 2008, is hereby amended as follows: 1. A new paragraph shall be added to Section I (Logan Avenue Urban Renewal and Redevelopment Plan as Amended), Subsection C (Project Proposals) that reads as follows: 4. Development Projects b. KWWL Television Inc. This project will allow KWWL Television Inc. to renovate its existing commercial building, located on property legally described as: The Northwesterly 10 feet in width of Lots 8 and 9, and all of Lots 7 and 10, in Block 60 in the Cooley Addition to the City of Waterloo, Black Hawk County, Iowa. Additionally, the project provides for future options for the exchange/purchase of property and a portion of the renovated commercial building between the City and KWWL Television, Inc. The project shall have a minimum investment of $2,500,000.00, and shall receive tax rebates for ten years at 70% for any new taxes generated by the improvements. 2. Attachment D of the Plan is hereby stricken in its entirety and replaced with a new Attachment D, attached hereto and by this reference incorporated herein. 3. An additional Notice of Consultation to Taxing Entities, attached hereto, is hereby added to the Plan as Attachment S. Adopted this (-II day of 9,4zdzi_ , 2013, in Resolution No. �D/g-5y/ .
