Submitted by: Aric Schroeder, City Planner Recommended City Council Action: Approval of the grant application Summary Statement: As you may be aware, the City of Waterloo received a State Recreational Trails Grant in the amount of $755,694 for the extension of the Shaulis Road Trail from Hawkeye Road (Hwy 21) to Isle of Capri Boulevard. The City of Waterloo has also been programed for $352,000 in the Metropolitan Planning Organization (MPO) Transportation Alternative Program (TAP) funds, and it is anticipated that an additional $60,000 of TAP funds will be allocated to the project, which would then fully fund the estimated $1,167,694 total project cost. Expenditure Required: $1,167,694 Source of Funds: $755,694 State Rec Trails Grant, and $412,000 MPO TAP funds Policy Issue: Trail Development Alternative: Not apply Background Information: The City was successful in gaining state grant funds and federal funds allocated through the MPO for the project. It is anticipated that the funding would fully fund the project. The City of Waterloo would have jurisdictional responsibility over the trail once built and will be required to adequately maintain the trail for a minimum of 20 years. The Shaulis Road trails currently runs from Highway 63 to the west to Hawkeye Road (Hwy 21) to the east, and this project would extend the trail to Isle of Capri Boulevard. The proposed project would continue this trail 1.85 miles from Hawkeye Rd./IA 21 to Isle of Capri Boulevard. The proposed design is a 10' wide, 5" thick P.C.C. surface with 4" granular subbase. In the upper right-hand corner of each document or narrative write the corresponding letter shown below. A. A NARRATIVE assessing existing conditions, outlining the concept of the proposed project, and providing adequate project justification. Transportation Alternatives must have a direct relationship to the intermodal transportation system, either as it exists or as it is planned. Assess your project in regard to the transportation system relative to its functional relationship, proximity, or impact to an existing or planned transportation facility. If a regional project, assess the value of this project from a regional perspective and how it will be a functional addition to the transportation system and the region as a whole if no additional development funds are received. If a statewide or multi-regional project, assess the value of this project from a statewide or multi-regional perspective. ® B. Any award of funding or any letting of a contract in violation of the foregoing provisions shall invalidate the award of funding and authorize a complete recovery of any funds previously disbursed.
