Summary Statements This Equipment Usage Agreement between the City of Waterloo and the Black Hawk County Soil and Water Conservation District allows the City to use the Conservation District's water sampling equipment when the City performs watershed assessments, as required by our NPDES permit. This agreement is available in the City Clerk's office if you wish to review it in its entirety. Expenditure Required: None Source of Funds: N/A Policy Issue: Storm Water Management/Storm Water Permit Compliance Alternative: N/A Background Information: This agreement was in place during our assessment of the Castle Hill -Pleasant Valley watershed assessment. This agreement saves the City the cost of purchasing monitoring equipment, helps us develop a working relationship with the SWCD, and helps the City fulfill the requirements of our NPDES permit regarding watershed assessments. To: Buck Clark, Mayor, City of Waterloo From: Black Hawk Soil and Water Conservation District cc: Wayne Castle, City Stormwater Engineer Date: July 3, 2012 Re: Monitoring Equipment Purpose This agreement is to defme objectives, roles, and responsibilities as they relate to partners associated with urban water quality monitoring in the Waterloo metro area Scope This agreement applies only to the equipment expressly described in this document and its attachment(s), other items may be added given written agreement by both parties. This agreement shall be reviewed and reapproved on an annual basis to reflect any changes in the monitoring activities. Roles Black Hawk SWCD — The Soil and Water Conservation District will provide use of its equipment to city staff and designees for the purpose of water quality monitoring in the Waterloo metro area. The district will also provide storage for this equipment in a location that is easily accessible to city staff during regular business hours. City of Waterloo — The city shall provide standards and accessories necessary for the continued operation of this equipment. Communications A schedule shall be developed for all regular monitoring and shared between parties to ensure that overlap is kept to a minimum Should both parties need the equipment for wet weather or event monitoring simultaneously, samplings required for regulatory requirements or to meet the explicit requirements of previously written grants or agreements shall take priority. Maintenance & Operations Equipment should be checked for proper calibration before every use. It is the responsibility of the operator to ensure that all equipment is properly prepared before the performance of any sampling activity. In the event that equipment be lost, stolen, broken, or by any other means rendered unusable while in the field, it is the responsibility of the employer of the party operating the equipment at that time to reimburse the owner of that equipment the full cost of replacement.
