AGREEMENT FOR USE OF CITY STREETS
❑ SECONDARY ROADS AS DETOURS
This Agreement entered into this 7th day of November

Transportation hereinafter known as the Party of the First Part; and the City of Waterloo 0 County Board of Supervisors,
hereinafter know as Party of the Second Part.
WHEREAS, The Party of the First Part has determined the necessity to rubblize and resurface IA 281 from the east limits of
Waterloo east approximately 5.5 miles to the D20N51 intersection
WHEREAS, it is necessary to provide a detour for the primary highway closure period, and
WHEREAS, The Party of the Second Part agrees to permit the use of Waterloo
, and
® City streets
0 Secondary roads
Idaho Street and Dubuque Road as a detour, more particularly described as follows: Commencing at the junction of
Independence Avenue and Idaho Street, thence south 0.46 mile on Idaho Street to Dubuque Road, thence easterly an average of
1.35 miles on Dubuque Road to the west limits of Evansdale
, and
WHEREAS, Authorized engineers representing both the Party of the First Part and the Party of the Second Part shall jointly execute and sign a
written report conceming the condition of the proposed detour, after jointly inspecting said road, the subject of the proposed detour, said report to be in
sufficient detail as to reasonably reflect the condition of the roadway base, surface, shoulders and bridges and
WHEREAS, Party of the First Part agrees (pre -detour maintenance) Place signs as needed
, and
WHEREAS, Party of the First Part agrees to maintain the detour and provide all traffic control devices required by the Iowa MUTCD including the
marking of no -passing zones as specified in Section 3B-5 of the Iowa MUTCD during the period the

WHEREAS, Prior to revocation of the detour, the Party of the First Part shall restore the 0 secondary road to as good condition as it was prior

WHEREAS, The detour period is estimated to begin July 1, 2012
