Include in this description how this project will provide property tax relief, capital improvements and/or charitable services. Virden Creek Levee Improvements This capital improvement project is to raise the height of the Virden Creek levees from Highway 63 to E. 4th St /Gates Park to meet FEMA levee certification requirements. This will keep the levees shown on the flood insurance rate maps, so that property owners in the area won't have to purchase flood insurance. CIa CI�fief Execu vE L^fi i # Chief Executive Officer (SIGNATURE) Chairperson of Board of Directors (PRINT) Chairperson of Board of Directors (SIGNATURE) ADDENDUM VIRDEN CREEK LEVEE IMPROVEMENTS In October of 2005, FEMA determined that all entities owning or maintaining a levee system be required to certify that the levees meet certain design requirements. If after an engineering review the levees were determined to meet the requirements, they would be shown on the Flood Insurance Rate Maps (FJRM). If the Levees did not meet the requirements, the levees would be removed from the FIRMs and property owners would then be required to purchase flood insurance. The FIRMS are used to determine what properties lie in the 100 year flood plain and would be required to have flood insurance. The City of Waterloo contracted with AECOM of Waterloo to review the levees along the Cedar River, Black Hawk Creek and Virden Creek. AECOM was able to show that the levees along the Cedar River and Black Hawk Creek met the design requirements that were established by FEMA. The levees along the Cedar River and Black Hawk Creek will continue to be shown on the FIRMs. Unfortunately, the levee along Virden Creek between Highway 63 and E. 4th Street/Gates Park, does not meet the requirements as established by FEMA. The levee along this section of Virden Creek is not tall enough. It has been determined that the levee must be raised in height by three feet in order to meet FEMA requirements. The City has until October 2012 to complete construction of the additional height on the levee and submit the engineering analysis to FEMA so that the levees along Virden Creek will continue to be shown on the FIRMs. If the City does not complete the construction and submit the information to FEMA, the levees will be removed from the FIRMs and a large portion of the north side of Waterloo will be placed into the flood plain. Once this happens, lending institutions will require flood insurance in order to get a loan on a piece of property. This project will address the FEMA requirement to raise the height of the Virden Creek levees so that they are certified and can continue to be shown on the flood insurance rate maps. B. Describe the goals and obiectives of the project or program. The purpose of this project is to raise the height of the levees so that surrounding area property owners will not have to purchase flood insurance. C. Describe the nature of the service to be offered and the activities which will be conducted to cans out the project or program. The Virden Creek levees will be designed and constructed to be three feet higher to provide better flood protection and to meet FEMA requirements. D. Provide the beginning and ending dates for this project or program. The project design would begin as soon as funding is available with construction following and completion by September 2012. E. Provide estimates of the number of people to be served by this project or program. If this project is not completed, over three thousand (3000) property owners would eventually have to purchase flood insurance. F. Describe how you will evaluate the success of the project or program. FEMA will review the work and will concur that standards are met and that the levees can continue to be shown on the flood insurance rate maps. G. If this project or program is ongoing, what are future sources of revenue to support this proposal. This is a one-time capital improvements project and is not ongoing. However, the City is required to maintain the flood control system by the Corps of Engineers and will continue to do so as it has in the past.
