WATERLOO PUBLIC WORKS BUILDING PROJECT: The project is to build a new Public Works Building to replace several existing aged buildings, two of which were directly impacted by the 2008 flooding disaster. This building will house several departments under the umbrella of Public Works. These departments include: Street, Central Garage, Sign and Traffic Departments, Parking Maintenance and Building Maintenance. Also operating from this facility will be the Sanitation route vehicles and Engineering Department technicians. This proposed BHCGA grant, along with a grant from the State of Iowa I -JOBS program and General Obligation Bond proceeds will be used to fund this project. BHCGA APPLICATION NARRATIVE WATERLOO PUBLIC WORKS BUILDING PROJECT A. State problem addressed by the project or program and describe the need for service. The floods of June 2008 caused multiple public work departments within the City of Waterloo to relocate operations. This relocation effort included sandbagging operations, vehicle and equipment repair, fuel distribution site closure (which supports city, county and school) and street maintenance. B. Describe the goals and objectives of the project or program. The goal of this project is to relocate public work operations away from flood prone areas and take advantage of the opportunity to centralize all public work operations into one location. C. Describe the nature of the service to be offered and the activities which will be conducted to carry out the project or program. The new Public Works Building will house six (6) public work departments, provide work space and vehicle storage for two (2) other departments. The vehicle storage capability within this facility will free up significant parking in and around City Hall and eliminate City owned vehicles from parking under the Hwy 218 bridge. D. Provide the beginning and ending dates for this project or program. The current timeline for this project is bid opening May 16, 2011, construction start in summer of 2011 and estimated completion in the summer of 2012. E. Provide estimates of the number of people to be served by this proiect or program. Eight City of Waterloo Public Work Departments will operate from the Public Works Building. This consists of approximately eighty (80) full time employees and the Public Work services originating from this building will affect every household in the City of Waterloo. F. Describe how you will evaluate the success of the project or program. Success of this building project will be determined by the ability to provide seamless interaction between Public Work Departments and their ability to provide citizen services. The ability to share resources, consolidate administrative functions and operate in a much "greener" and more energy efficient facility will all prove beneficial to the City. G. If this proiect or program is ongoing, what are future sources of revenue to support this proposal. This building will be used for many decades. The Public Works operational budget will cover regular maintenance and utilities. As funding permits, bid alternates will be introduced into the site to further streamline operations. BHCGA APPLICATION NARRATIVE WATERLOO PUBLIC WORKS BUILDING PROJECT Mission Statement: The consolidated Public Works concept is new to the City of Waterloo and an effective Mission Statement has yet to be adopted. The Central Garage Department is dedicated to provide the vehicles and equipment necessary for City Departments to provide expected citizen services. Public works includes the streets, traffic signalization and signs that we use in our everyday lives. Recognition: The Black Hawk County Gaming Association and/or the Isle of Capri Casino and Hotel could be recognized in many ways for its contributions. These could include: • Recognition at televised City Council meeting at the time of grant award • A press release announcing the award • Recognition on the City website • Plaque within the building to indicate grant award
