HomeMy WebLinkAboutBlack Hawk County-12/13/201028E/COOPERATIVE AGREEMENT BETWEEN THE CITY OF WATERLOO AND BLACK HAWK COUNTY FOR PLACEMENT OF VEHICLE REGISTRATION STOPS ON PERSONS WITH CITY OF WATERLOO PARKING TICKETS l 111/1 THIS AGREEMENT made and entered into this __day of attler 2010, (the "AGREEMENT") by and between the City of Waterloo, Iowa (City) and Black Hawk County, Iowa (County) WITNESSETH: WHEREAS, it is in the best interest of the City and County to enter into this cooperative agreement, THEREFORE, IN CONSIDERATION of the recitals, representations, covenants and Agreements set forth herein, the parties hereby represent, covenant and agree as follows: 1. City parking tickets that are unpaid within sixty (60) days after the date of issuance are eligible to be presented for placement of vehicle registration stop through the Black Hawk County Treasurer's Office and the Iowa Department of Motor Vehicles. The city parking ticket file shall include the owner's name, owners address and plate number of vehicle. 2. The Black Hawk County Treasurer shall place a hold on a person's customer record whose account has unpaid City parking tickets. If at any time in the future, programming becomes available for the parking ticket file to be submitted electronically to the Iowa DOT for placement of the stop, the City will utilize this method. 3. Any person with a hold placed on the person's customer record will be referred to City Hall in order to make payment on the account. Upon submitting a City receipt indicating a zero account balance, the stop will be removed from the motor vehicle system. If the account is on a payment plan and the account is current, the stop will not be removed but the registration renewal will be processed. 4. It shall be the responsibility of the City to notify the County of any payment of a ticket or a ticket being voided for any reason, thus ensuring the status of a stop is current and correct. The city shall hold the County harmless and the City shall assume all liability for any failure to update the status of a ticket. 5. The City agrees to pay the County $3.00 per stop placed on a customer record by the County. The County will invoice the City monthly. 6. This Agreement shall take effect upon approval by both parties and shall continue in effect until terminated as set forth herein. 7. This Agreement may be terminated at any time by either party upon thirty (30) days written notice to the other party. 8. The County Treasurer and the City of Waterloo Clerk shall administer this Agreement. The County Treasurer shall consult with the Black Hawk County Board of Supervisors and the City of Waterloo Clerk shall consult with the Waterloo City Mayor on matters related to this Agreement. 9. Any notices, demand, or communication to be given pursuant to this Agreement shall be in writing and properly addressed to the parties as follows: City of Waterloo 715 Mulberry St Waterloo, IA 50703 Black Hawk County Treasurer 316E 5th St Waterloo, IA 50703 IN WITNESS THEREOF, the parties hereto have caused this Agreement to be executed as of the day and year first written above.
