appropriation with $521,021p0 disbursed and opening a new contract number of 08-DRMH-246 under the 2"d
appropriation with a beginning balance of $610,651.00.
The contract by and between the Iowa Department of Economic Development ("Department or IDED") and City of
Waterloo ("Recipient") is amended as of the date shown above as follows:
AMEND each Article in the Contract that refers to "Attachment A, Program Description and Budget' to "Attachment A,
Program Description and Budget, as amended"
AMEND Contract 08-DRMH-046 End Date to: August 20, 2010
AMEND Contract 08-DRMH-046 Attachment D, "CDBG Program Waivers for the Supplemental Appropriations Act
of 2008 (P.L. 110-252 and P.L. 110-329)."
AMEND Contract 08-DRMH-246 Start date to: August 20, 2010
AMEND Contract 08-DRMH-246 Attachment D, "CDBG Program Waivers for the Supplemental Appropriations Act
of 2008 (P.L. 110-252 and P.L. 110-329)."
Except as otherwise revised above, the terms, provisions, and conditions of the Contract remain unchanged and are in
full force and effect.

Whereas IDED in contract Amendment 1 agreed to increase funding for the local share requirement from 15% to 25%
with an amended award amount of $ 1,131,672.00.
Whereas IHSEMD has provided IDED with updated awarded local share requirement of project costs in the amount of
$ 1,214,855.00.
Whereas IDED has agreed to provide this increase of $ 83,183.00.
The Iowa Department of Economic Development (IDED) hereby amends the above referenced Community
Development Block Grant (CDBG) Program contract by closing contract number 08-DRMH-046 under the 18t
appropriation with $521,021.00 disbursed and opening a new contract number of 08-DRMH-246 under the 2`d
appropriation with a beginning balance of $693,834.00.
