MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is between the City of Waterloo, Iowa hereinafter
referred to as City, and the Iowa Northland Regional Council of Governments hereinafter
referred to as INRCOG.
WHEREAS, the City of wishes to engage INRCOG's grant writing services for the following
project:
Type of Grant: Federal Recreational Trails Program
Project Description: Cedar River Boating Center -Phase II
INRCOG will not charge the City in advance for grant preparation services; however, in the
event that Federal Recreational Trails funding is awarded to the City for this project, INRCOG
will submit a grant preparation invoice in the amount of one and one-half percent of the funds
awarded (maximum $2,500), to be paid by the City from local funds.
It is further understood that the City will provide budget information necessary for the
submittal of this grant by September 15, 2010.

Cedar River Boating Center Phase If
As requested, attached is a memorandum of understanding (MOU) relating to grant writing
services for the above referenced project. We understand that the City of Waterloo intends
to apply for Federal Recreational Trails funds for this project Said applications are due to
the Iowa Department of Transportation by October 1, 2010.
This application provides for development of Phase II of the Cedar River Boating Center. If
successful, the grant award will cover up to 80 percent of eligible costs not to exceed
$750,000.00. Keep in mind that any funds awarded for this project do not become available
until October 1, 2011.
We ask that you place this MOU on the next regularly scheduled city council agenda for
approval. Upon receipt of a cost estimate from Craig Ritland Landscape Architects, we will
forward the application for council approval at a later date.

Summary Statement This grant application will be to fund a project to add renovate facilities and
add amenities near the new Cedar River Boat House, including new river wall, docks, parking,
walkway, lighting, benches, and landscaping.
Expenditure Required 1 1/2 percent of funds awarded up to a maximum of $2,500.

Background Information: The new Cedar River Boat House, is being constructed with FEMA
and gaming funds, other donations, and bond money to replace the boat house that was ruined in
the flood of 2008. We are now seeking funding sources to improve the area surrounding the boat
house.

Pursuant to 2008 Iowa Acts, HF 2393, Iowa Code Section 8.11, all grant applications submitted to the
State of Iowa which are due beginning Janniry 1, 2009 shall include a Minority Impact Statement. This
is the state's mechanism to require grant applicants to consider the potential impact of the grant project's
proposed programs or policies on minority groups.

The following documents and narratives must be attached to this application. In the upper right-hand comer of each

A. A NARRATIVE assessing existing conditions, outlining the concept of the proposed project, and providing
adequate project justification. The narrative must show that the concept is reasonable from a transportation
engineering and/or recreational standpoint and is part of an area -wide, local, regional, or statewide plan.

of 20 years following project completion.

proposed project and an assessment of their acceptance.
® I. Completed Minority Impact Statement attached to application.
The award of Federal Recreational Trails funds; any subsequent funding or letting of contracts for design,
construction, reconstruction, improvement, or maintenance; and the furnishing of materials for this project shall not
involve direct or indirect interest of any state, county, or city official, elective or appointive. All of the above are
prohibited by Iowa Code Sections 314.2, 362.5, or 331.342. Any award of Federal Recreational Trails funding or any
letting of a contract in violation of the foregoing provisions shall invalidate the award of Federal Recreational Trails
funding and authorize a complete recovery of any funds previously disbursed.
RTP COMPLIANCE
The applicant must sign below to indicate that the project is in compliance with Section 23, USC 206 or the
Recreational Trail Program that prohibits the use of grant funds to accommodate motorized use on trails that have
been predominantly used by non -motorized trail users prior to May 1, 1991.
In addition, to the best of my knowledge and belief, all information included in this application is true and accurate,
including the commitment of all physical and financial resources. This application has been duly authorized by the
participating local authority. I understand the attached OFFICIAL ENDORSEMENT(S) binds the participating local
govemments to assume responsibility for adequate maintenance of any new or improved trails.
I understand that, although this information is sufficient to secure a commitment of funds, an executed contract
between the applicant and the Department is required prior to the authorization of funds.
