HomeMy WebLinkAboutAecom Technical Services-7/19/2010A=COM AECOM 319 232 6531 tel 501 Sycamore Street 319 232 0271 fax Suite 222 Waterloo, Iowa 50703 www.aecom.com RIVERVIEW RECREATION AREA IMPROVEMENTS ADDITIONAL FENCING, PARKING LOT IMPROVEMENTS AND MASTER PLAN UPDATE CITY OF WATERLOO, IOWA CONSTRUCTION REVIEW SERVICES SUPPLEMENTAL AGREEMENT NO. 1 WHEREAS, a Professional Services Agreement was entered into between the City of Waterloo, Iowa (Client), and AECOM Technical Services, Inc., (ATS), of Waterloo, Iowa, dated February 20, 2009, for the supplemental survey, concept development, master plan update, preparation of final construction plans and specifications, construction cost estimates and project administration for the Riverview Recreation Area Improvements in Waterloo, Iowa; and WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 1 for Phase II — Construction -Review Services for the F.Y. 2010 Riverview Recreation Area Off Highway Vehicle (OHV) Park Parking Lot and Fencing Improvements. NOW THEREFORE, it is mutually agreed to amend the original Professional Services Agreement as follows: Project Description The project consists of improvements to the Riverview Recreation Area Off Highway Vehicle (OHV) Park located adjacent to the Cedar River near Hawthorne Avenue. Improvements to the existing recreation area include the addition of 3 -foot high perimeter fencing around the new addition to the OHV Park just west of Hawthorne Avenue. The fencing will separate users of the OHV Park from the proposed Riverview Recreation Trail constructed this year. The project also includes expansion of the existing parking lot near the Cedar River Boat Ramp. The parking lot expansion extends from the boat ramp east to the existing parking lot near the shelter. The parking lot will be graded and include a granular surface. II. Scope of Services The Scope of Services will encompass and include services, materials, equipment, personnel and supplies necessary to provide construction staking, field review, materials testing and contract administration during the construction phase for the F.Y. 2010 Riverview Recreation Area Improvements. The Scope of Services is further defined as follows: Task 1. Conduct a preconstruction conference attended by representatives of the Contractor, Client, ATS and affected utilities. Task 2. Provide construction -staking for horizontal and vertical controls for the project as follows: a. Set Project Control b. Set Stakes for Fence Alignment c. Set Grading Stakes for Hawthorne Avenue and Parking Lot Improvements A=COM Page 2 Task 3. Review shop drawings and other submittals as required of the Contractor by the contract documents for conformance with the design concept of the project and compliance with the information given in the contract documents. Task 4. Answer design interpretation questions from the Client, Contractor, review staff and appropriate agencies. Task 5. Prepare monthly applications for payment based on information provided by field review staff and Contractor and forward to the Client for execution with recommendation for approval and payment. Task 6. Perform construction site visits by design personnel at appropriate stages of construction to review the quality of the work and to determine whether the work conforms to the contract documents. Task 7. Prepare and assist the Client and Contractor in processing contract change orders. Task 8. Provide periodic field observation during construction to review the work of the Contractor to determine if the work is proceeding in general accordance with the contract documents and that completed work appears to conform to the contract documents. Staffing requirements may be adjusted during the project in relation to the level of construction activity. Task 9. Report to the Client any work believed to be unsatisfactory, faulty or defective or does not conform to the contract documents, and advise the Client of any work that should be corrected or rejected. Task 10. Consider and evaluate Contractor's suggestions for modifications and report them with recommendations to the Client. Task 11. Participate in a review of the project with the Client and review staff near project completion and prepare a list of items to be completed or corrected. Task 12. Participate in a field observation of the completed project with the Client and review staff before a final application for payment is processed for the Contractor. Task 13. Maintain files for correspondence, reports of the job conferences, shop drawings and sample submissions, reproductions of original contract documents including addenda, change orders, field modifications, additional drawings issued subsequent to the execution of the contract, Engineer clarifications and interpretations of the contract documents, progress reports and other project -related documents. Task 14. Provide the Client with a copy of revised drawings of the construction plans (record drawings) for the project based on the construction observation records of the field review staff and the Contractor showing those changes made during construction considered significant. Task 15. Prepare and assist the Client with the final close-out documentation received from the Contractor. A.=COM III. Compensation Page 3 Compensation for the above services will be on an hourly basis in accordance with Part III of the original agreement and integrated with the previous amount. Estimated fee for the services is Nine Thousand Five Hundred Dollars ($9,500.00) and shall not be exceeded without authorization of the Client. IV. In all other respects, the obligations of the Client and ATS shall remain as specified in the Professional Services Agreement dated February 20, 2009; and subsequent amendments.
