This Memorandum of Understanding relates to the development of the Black Hawk
Creek Water Trail.
It is understood that:
The Black Hawk County Conservation Board, in conjunction with the Grundy County
Conservation Board and the Cities of Grundy Center, Reinbeck, Hudson, and Waterloo,
desires to develop a water trail on Black Hawk Creek from Grundy Center to Waterloo,
and is currently seeking funding through the Iowa Water Trails program for this project.
This water trail will be of recreation, social, and economic value to the jurisdictions it
crosses, and will include signage and access improvements in the City of Waterloo.
Signage is currently planned for the following locations in Waterloo:
• Two water trail highway symbols (FDNR41524x24EA) and two arrow signs
(FDNR420B24x 18EA) at each of these locations:
o On U.S. 63 on both sides of the Ranchero Rd. intersection
o On Ranchero Rd. in front of the access parking area
o On U.S. 63 on both sides of the Fletcher Ave. intersection
o On University Ave. on both sides of the Fletcher Ave. intersection
o On Fletcher Ave. in front of the access parking area
• One bridge sign (FDNR416BRIDGEEA) at each of these locations:
o At the Cedar Prairie Trail bridge
o At U.S. 20
o At Ridgeway Ave.
o At Ansborough Ave.
o At Fletcher Ave.
• One access sign (FDNR40212x12EA) at each of these locations:
o At Ranchero Rd. Access
o At Fletcher Ave. Access
Kiosks are currently planned for the following locations in Waterloo:
• At Ranchero Rd. Access
• At Fletcher Ave. Access
Access improvements are currently planned for the following locations in Waterloo:
• At Ranchero Rd. Access
• At Fletcher Ave. Access

In the event an Iowa Water Trails grant is awarded to the project, the City of Waterloo
will be responsible for installing signage and kiosks and making access improvements at
all designated locations, and the City will be responsible for maintaining these elements
of the water trail for a period of 20 years.
IN WITNESS WHEREOF, the City of Waterloo agrees to this Memorandum of
Understanding, as of this 11th day of January, 2010
